[학술논문] 북한 화전양면전략의 특징과 전망
탈냉전 도래 이후 북한은 ‘체제생존’이라는 사활적 국가이익을 위해 대내외적 안보환경을 구축하려는 ‘和전략’과, 생존수단인 ‘핵무기’ 개발 추구라는 ‘戰전략’을 주기적이고 반복적으로 투사하였다. 북한은 이러한 이중적 성격의 ‘화전양면전략 및 전술’을 통해 한반도와 동북아 역내에서 주기적이고 만성적인 위기국면을 조성해 왔다. 본 연구는 이러한 북한의 화전양면전략을 북한의 對미/對한국 ‘강압전략’으로 이해한다. 즉 북한은 미국 및 한국과의 협력 레짐을 강제하고 설득하는 차원에서 ‘和전략’을 추구함과 동시에, 최소한의 대미 억지력을 확보하기 위해 핵개발을 감행하는 ‘戰전략’을
