[학술논문] 북한급변사태시 중⋅러협력과 한국의 국가전략
...이러한 목적을 달성하기 위해 먼저 외교적으로는 북한사태를 유엔 안보리에서 논의하되 중국과 러시아의 이해를 구함으로써 이 문제를 한국이 주도하여 해결할 수 있도록 해야 한다. 군사적으로는 한국이 안정화작전을 주도하되, 미국, 중국, 러시아 등이 포함된 다국적군을 구성하여 북한지역을 안정화시켜야 한다. 북한에 대해서는 주민들의 ‘마음(hearts and minds)’을 얻기 위한 노력을 경주하는 한편, 어느 정도 북한사회가 안정화되었을 때 궁극적으로 북한에 자유민주주의 원칙에 입각한 ‘과도정부’를 수립해야 한다. 그리고 마지막으로 한국정부는 국민을 대상으로 남북한 통일을 위한 준비에 착수해야 할 것이다. 이러한 준비에는 통일에 대한 국민들의 인식 변화로부터 통일교육, 민족통합...
