2000년대 이후 남북관계는 정상회담과 핵실험 그리고 천안함 피격 사건 등을 겪으면서 상당한 낙차의 진폭을 반복하였다. 두 차례의 정상회담이 개최되었음에도 불구하고 북한은 연평해전을 비롯한 무력 도발을 반복하면서 한반도의 안정을 저해하였다. 그러나 이러한 남북관계의 불안요인에도 불구하고 남과 북은 상호 협력을 지속해 왔다는 점에서 그 배경과 역할을 조망해볼 필요가 있다. 특히 남북의 경제협력은 단순히 경제 분야에만 국한된 것이 아니라 그 파급효과는 정치, 사회 분야에까지 확대되기 때문이다. 유럽 통합의 교훈이 알려주듯이

...North Korea's MICE industry among special economic zones. In this context, it suggests that joint cooperation would be needed for North Korea to attract investment to the North's convention complex in the special economic zones such as Gaesung Economic Zone. Finally, prospects for the MICE industry through FDI in North Korea should be based upon win-win strategy for investors and North Korea.
