[학술논문] 2030년대 한국의 국방비전과 예방억제방위전략 구상
최근 안보전략 환경이 다면·다중·복합적으로 매우 빠르게 격변되는데, 현재 추진되고 있는 국방개혁의 수준과 범위는 상당히 미흡하고, 추진 동력도 상실한 상태에 처해 있는 것처럼 보인다. 이 글은 이러한 상황에서 한국이 지향해 나가야 할 2030년 즈음의 국방비전을 구상하고 방위전략의 기본개념을 제시하고자 한다. 따라서 이 글은 ①먼저 미래 안보전략 환경의 변화를 전망하고, ②국가 비전과 전략을 구상한 다음, ③이를 뒷받침할 수 있는 국방비전을 구상하고, ④이와 연계하여 군사전략의 기본개념를 대북과 대 주변을 구분하여 논의한 후, ⑤ 군사전략이 요구하는 핵심전력체계의 발전방향을 개념적 차원에서 제시한다. 이 글에서 식별된 주요내용은 다음과 같다. 첫째, 국가비전을 ‘선진화’에서
