[국내] 다극체제하 북핵 문제의 미래

...패권이행기 국면으로의 진입에 따라 북핵문제의 성격이 근본적으로 변화하였으며, 북한 또한 새로운 구조적 조건에 맞춰 자신의 대전략을 전환하고 있다. 지난 탈냉전기 30년간 북핵이슈는 미국 주도 자유세계질서에 대항하는 불량국가(rogue state)의 문제로 규정되었다. 즉, 북한은 미국이 건설한 문명 표준과 국제 사회의 주요한 규범을 어긴 문명 세계의 외부자(pariah)로 규정되었다. 이런 시각에서 보면 기본적으로 북미관계에 존재하는 안보 딜레마의 상호성은 고려되지 않았다. 북한이 자유세계 질서의 규범을 어겨서 처벌해야 한다는 것이 주요 시각으로 자리 잡았기 때문에 북한은 정당한 외교 협상자로 간주되지 않아온 것이다. 아울러 문제에 대한 해법으로 경제적 제재, 적극적으로는 레짐 체인지 추구 등의 처벌이 추구되었다.
