[학술논문] 극동러시아 해외농업개발 활성화 연구
1. 국제 곡물시장 여건은 주요 곡물 생산지에 이상기후 발생빈도 증가, 신흥경제대국(인도, 중국 등)의 곡물 수요 증가, 기후변화로 인한 식량 생산 문제 대두 등 국제곡물가격의 변동성이확대되고 있으며, 이러한 변동성에 대응하고 식량 안보를 강화하기 위하여 우리나라는 극동러시아를 비롯하여 중앙아시아, 동남아시아, 중남미 등으로 진출하고 해외농업개발을 지원하고 있다.
2. 극동러시아에는 2015년말 기준으로 13개의 농기업이 진출하여 있으나, 1) 곡물저장 시설의 노후화, 2) 물류시스템의 부재, 3) 저장 및 가공시설의 부재 등의 애로사항이 있다.
3. 이러한 애로사항을 해결하고 극동러시아의 농업 개발을 위한 방안으로 농산업복합단지 구축, 곡물터미널 및 곡물엘리베이터 구축을 제시하였다
