[학술논문] 군 상부구조 개편 : 동기와 구현방향
천안함, 연평도 사건 이후 북한도발에 대한 대비태세 강화, 2015년 전시작전통제권의 전환, 현대전의 합동성 제고 등을 위해 군 상부구조를 작전 중심의 구조로 개편할 필요가 있다. 그 방향은 합참은 연합사의 전구작전 기능을 수행하면서 각군에 대한 합참의 권한을 강화하고, 각군본부와 각군작전사를 통합하여 각군본부가 각군의 지휘감독기능 전체를 수행하는 것이다. 이러한 개편을 위한 전제인 법적 타당성 문제와 함께 우리 군의 군제 변화와 세계적인 추세 등을 검토하였고 개편의 구체화를 위한 조직 간의 권한과 세부기능별 배분 방향을 제시하였다. 이러한 개편으로 우려되는 권한의 과도한 집중과 각군의 정체성 및 전문성 저하 등의 부작용을 최소화하고 헌법적, 현실적 논란을 최소화하여 실행의 가능성을 높여야 할 것이다. 특히
