점진적 체제전환국들은 사회주의 정치체제를 유지하는 가운데 시장경제로의 전환을 추구한다. 이런 체제전환국들에서의 ICT 스타트업 생태계 형성과정에서는 기업가와 투자자의 적극적 역할을 전제로 하는 일반적인 ICT 스타트업 생태계와는 다소 상이한 발전 경향이 나타난다.
