이 책을 통해 필자는 “단호한 자제(resolute restraint)”라는 대전략을 제안한다. “단호(resolute)”와 “자제(restraint)”라는 두 단어 모두 강조하면서 자유롭고 개방된 국제질서 유지, 자유주의 규범과 가치를 지닌 국제기구와 제도의 유지, 미국에게 유리한 인태지역 힘의 균형 유지, 동맹국의 방어 보장, 개방된 해상 및 항공로 보존 등을 추진하기 위해서는 단호한 결의가 필요하다고 설명한다.
그러나 동시에 자제라는 덕목은 단호한 결의 못지않게 중요하다고 강조한다. 여기서 자제란 현존하는 동맹을 보호하면서도 과도하게 동맹의 범위가 확장되는 상황을 경계하고 북한이나 이란과의 핵 협상에 임할 때는 강경하지만
