...개념계획 5029의 여섯 가지 시나리오를 가정하여, 선제공격론과 인도주의적 개입의 적법성과 정당성을 각각 논의하고 있다. 이는 곧 개념계획 5029의 정당성을 검토하는 작업임과 동시에 정당성을확보할 수 있는 방법을 모색하는 작업이기도 하다. 이러한 연구목적을위해 이 연구에서는 개념계획 5029의 ‘예외적 무력사용’, 특히 선제공격과 인도주의적 개입의 두 가지 측면에서 관련 국제법과 논리적 근간이되는 정의전쟁론(Just War Theory)를 살펴봄으로써 그 적법성과 정당성에 대해 살펴보고자 한다. 이를 통해 개념계획 5029의 한계를 지적하고, 보다 다양한 정책적 검토가 필요함을 지적하고 있다. 계획을 수립하고 시행하는 차원에서의 법적, 논리적 정당성 확보가 중요함을 강조하고 있다.
