[학술논문] 리비아에 대한 ‘보호책임(R2P)’ 적용 사례 연구: 북한에 주는 교훈과 시사점
2001년 캐나다 정부가 주도한 ‘국가 주권과 개입에 관한 국제위원회(ICISS)'가 대규모 비인도적 인명 살상행위가 자행되는 상황에서 해당국가와 국제사회의 시민보호 책임 문제를 정리한 소위 ‘보호책임(Responsibility to Protect: R2P)’이라는 개념을 국제사회에 제시한 이래 현재 이 개념이 중요한 국제규범으로 정착되고 있는 과정에 있다. 특히 2011년 UN 안전보장이사회는 리비아 사태에 R2P 원칙을 준용하여 군사작전을 포함한 모든 조치를 승인함으로써 향후 국제관계에 중요한 시사점을 주었다. 이 논문에서는 리비아 사태를 참고하여 앞으로 북한에서 민중 봉기가 일어난다면 UN 안전보장이사회가 북한에 대해 R2P 원칙을 적용할 수 있을 것인가, 그리고...
