[학술논문] 제35회 평양 세계탁구선수권대회(1979) 남북단일팀 구성을 위한 체육회담
북한의 평양 세계탁구선수권대회 유치는 1977년 3월 28일 영국 버밍엄에서 확정되었고, 국제탁구연맹은 북한이 한국, 미국, 이스라엘의 대회 참가를 보장함으로써 평양대회 유치를 인정하였다. 북한은 대회 개최 두 달 전인 1979년2월 20일 남북 단일팀 구성을 제의하였고, 이러한 제의를 한국은 받아들였다. 당시 한국 정부는 북한의 회담 제의에대해 부정적인 시각을 가지고 있었으나, 한국 선수단의 대회 참가에 대한 북한의 의도를 파악하고 더 나아가서는 박정희 대통령의 ‘1.19 대북 제의’정신을 표명하기 위한 목적으로 북한의 제의에 응하였다. 회담에 임하는 한국 측의 기본 전략은 ‘단일팀 구성 합의 반대’와 한국선수단의 ‘단독 참가’였으며, 북한 측의

...Furthermore; it addresses how local governments as non-state actors have played a role in sport public diplomacy through the ways in which sports talks between two Koreas and Korea-China-Japan sports exchanges have been made over the history. Concluding remarks provide three rationales that reiterate the importance of local governments to lead sport public diplomacy for peace on the Korean peninsula.
