In March 2013, the United Nations Human Rights Council adopted a resolution addressing the issue of human rights in North Korea, subsequently resolving to establish the Commission of Inquiry (COI).
Thereby, the COI was mandated with the primary task of investigating systematic, widespread, and severe human rights violations within North Korea, with a particular emphasis on identifying accountability conducive to potential individual criminal prosecution. Commencing its substantive operations in July 2013, the COI publicly disseminated its investigative findings in a report on February 17, 2014.
