...give rise to stagnation of economic growth and underdevelopment of productive forces in the long run. Last, we see class contradiction between the bureaucratic class and working class. The Bureaucratic class is based on the power and right to control and manage the plan, and not only has the right to appropriate and allocate economic surplus , but also expropriates and alienates the working class.
