[학술논문] 박근혜 정부의 안보 공약 평가와 정책 대안
이 논문의 목적은 박근혜 정부의 안보공약을 간단히 평가해보고 추진 과정에서 쟁점이 될 수 있는 핵심 쟁점 위주로 그 대안을 제시하는 데 목적이 있다. 현실주의 인식에 기초한 박근혜 대통령의 안보정책은 3번의 변화과정을 거치면서 17개의 과제로 확정되었다. 동아시아 및 유라시아를 대상으로 복합적, 중층적 다자 외교를 전개해야 하며, 가장 중요한 주변국들인 미국, 중국, 일본을 대상으로 맞춤형 양자 외교 전략을 전개해야 한다. 북핵문제의 해결 및 대응을 위해서는 기존의 정책에서 벗어나 체제 전환을 포함한 새로운 정책을 시도를 할 필요가 있다. 일관성있고 지속성있는 한반도 신뢰 프로세스를 추진하기 위해서는 국민 협약을 만들 필요가 있다. 국방정책은 전작권 전환에 대한 재검토와 안보 컨트롤 타워 체제 및 업무의 재조정이

[학술논문] 남북한의 평화공존을 위한 운용적 군비통제 추진전략: 유럽 CSCE와 중동 시나이협정 사례를 중심으로
한반도에서 냉전구도를 해체하고, 남북한의 평화공존을 위한 필수과제는 군비통제를 실현시키는 일이다. 그러나 한반도 군비통제는 수많은 장애요인과 변수가 존재하고 있어 답보상태에 놓여 있다. 가장 큰 장애요인은 북한의 핵 문제이다. 이러한 상황 하에서 가용한 군비통제 방안은 ‘운용적 군비통제(operational arms control)’이다. 본 논문의 목적은 유럽 CSCE와 중동의「시나이 군사력분리협정」에서 이행한 운용적 군비통제 사례를 중심으로 한반도 군비통제의 한계를 극복하기 위한 추진전략을 제시하는데 있다. 두 사례가 주는 시사점을 고려할 때, 군비통제 추진환경과 추진원칙 및 추진방안 측면에서 다음과 같은 전략을 모색할 필요가 있다. 첫째, 군비통제에 유리한 대내외적 안보환경과 여건을...
