[학술논문] 북한의 협상전략과 대응전략
...필요하다. 김대중 정부와 노무현 정부 당시 가동했던 국가안전보장회의(NSC) 사무처를 부활하여 활용하는 방안을 검토하되, 과거 나타났던 폐해적인 요소는 없도록 조치하면서, 순기능요소들을 잘 살려 대북협상전략을 관장할 수 있어야 한다. 최고의 협상전문가를 양성⋅활용할 수 있는 체제를 갖추어야 한다. 북한측의 경우 군사협상대표들은 수십년동안 한 분야에서 활동하면서 성장해 온 최고의 협상꾼들로서 앞으로 군사협상을 주도하기 위해서는 최고의 협상전문가를 양성해야 한다. 이를 위한 제도적 기반을 마련할 필요가 있다. 본 연구의 말미에는 “정책건의”가 첨부되어 있다. 그 주요항목은 다음과 같다. 군사 분야 통일 대전략(Grand Strategy) 수립과 국방부 내 대북정책국(가칭) 부활이다.

[학술논문] 북한의 통일전선 전략전술과 대남 정치심리전
북한의 대남적화 전략은 두 개의 수단으로 추진되고 있다. 하나는 군사적 수단이요 또 하나는 비군사적 수단이다. 북한의 군사적 수단에 대해서는 그 의도와 능력이 파악되었고, 대비도 비록 충분하지는 않지만 꾸준히 진행되고 있다. 그러나, 비군사적 수단에 대해서는 이를 추진하는 적의 의도, 능력에 대한 파악이 부족하고, 그 추진실태와 효과에 대한 인식이 미흡하다. 인식이 미흡하기에 올바른 대비가 있을 수 없었다. 따라서 북한의 비군사적 수단은 큰 장애 없이 의도한 바가 지금까지 꾸준히 진행되어 왔다. 그리고 현 시점 우리에게 큰 위협이 되고 있다. 따라서 필자는 비군사적 수단에 의한 북한의 대남전략을, 내외 상황조건에 맞춰 더 정교하고 효과적인 것이 되도록 발전시킨 통일전선론체계, 민족담론 투쟁방식과 정치심리전의
