[학술논문] 남북통일축구대회의 성사배경과 협의과정
본 연구에서는 남북통일축구대회의 성사배경과 협의과정을 규명하고자 하였다. 체육부는 노태우 대통령의 ‘7.7선언’ 정신에 입각하여 북한과의 체육교류를 적극적으로 추진한다는 방침 아래 남북체육교류협력 방안을 마련하였다. 체육부는 남북체육교류협력의 일환으로 남북친선교류경기를 북한에 제의하였고, 북한이 이를 받아들임으로써 남북통일축구대회에 관한 협의가 시작하였다. 남북통일축구대회의 협의는 북경에서 개최된 남북체육장관회담에서 본격화되었는데, 체육부는 본질적 사항이 아닌 세부절차 등에 관해서는 양보를 해서라도 대회를 성사시킨다는 방침을 수립하였다. 북경 남북체육장관회담을 통하여 남북체육회담 개최에 동의한 남북 양측은 북경아시아경기대회 기간 중 비밀리에 대회개최를 협의하여 1990년 10월 11일 평양에서
