[학술논문] 동서독 경찰통합 과정에서의 동독 인민경찰의 흡수·활용
본 연구는 동서독 경찰통합시 동독의 인민경찰이 통일독일의 경찰체제에 어떻게 흡수되었는지를 살펴보고, 이러한독일의 사례가 남북한 통일시 북한경찰을 흡수·활용하는데 주는 시사점을 제시함을 목적으로 하였다. 한 연구에 의하면통일과도기 북한 지역내 소요와 폭동에 대처하기 위해서는 대략 11만 명 정도의 경찰력이 필요하다고 한다. 이러한 대규모 인원을 통일이라는 급박한 상황에서 짧은 기간에 남한에서 전부 확보한다는 것은 결코 쉽지 않은 일이다. 바로 이점에서 독일 통일과정에서 구동독 경찰의 흡수 사례는 우리가 참고해야 할 좋은 시사점을 제시할 것이라고 본다. 서독경찰은 경찰통합을 주도하면서 동독지역의 인민경찰을 일정한 요건 하에 선별하여 통일독일의 경찰로 재임용하여 활용하였기 때문이다. 이를 통해 향후 남북한

[학술논문] 한반도 통일과 군사통합 (군사적 과제를 중심으로)
이 논문은 한반도 통일이 가시화되고 여건이 조성되어 남북한 군사통합을 추진하게 될 때 무엇을 준비하고 실행해야 하는가를 군사 과제를 중심으로 연구하는데 목적을 두었다. 현 상황에서 남북한 통일의 시기를 예단하기는 제한되나 군사적 폭력을 관리하는 군사통합은 평시부터 준비가 되어 있어야 한다. 만일 군사통합이 실패하면 통일 자체도 위태롭게 되기 때문에 실천적 측면에서 정교한 준비가 요구된다. 이 연구에서는 다음의 주제에 대한 해결방안을 제시하고자 한다. 한반도에 적합한 군사통합의 유형과 전제조건은 무엇인가? 남북한 군사통합 추진 시 군사적 과제는 무엇인가? 이중 핵심과제와 중요과제는 무엇이고 실천적 측면에서 어떻게 준비되어야 하는가?
