김정은 집권 이후에도 핵무력 개발을 지속해 오면서도 북한의 군사 분야에 세 번의 두드러진 변화 시점이 있었다. ① 2013년 ‘경제건설과 핵무력건설 병진노선’ 채택, ② 2016년에 36년 만에 개최된 제7차 당대회, ③ 2018년 4월 20일 전원회의에서는 병진노선을 마무리(결속)하고 경제발전을 위한 새로운 전략노선에 매진하겠다고 선포한 때다. 동시에 북한은 핵실험과 중·장거리 탄도미사일의 발사를 중지하겠다고 선언했다. 북한이 1960년대부터 지속해 온 병진노선을 내려놓고 비핵화까지 언급하며 경제발전을 전면에 내세우고 있는 상반되는 역설 속에서 군사력 건설과 군사전략이 어떻게 변화할 것인가는 예측 불가능하다. 그러나 김정은 집권과 함께 군에 대한 통제와 군권 장악에 우선한 것 역시 과도한 군사주의에서 벗어나려는 북한군의 변화와 무관하지 않을 것이다. 김정은 집권 이후 나타난 핵무력·경제 병진노선과 최근 경제 우선의 새로운 전략노선은 일면 탈선군, 탈군사주의화를 가져올 수도 있다는 점에서 북한 군사 분야는 물론 사회 전체의 변화로 이어질 가능성이 높다. 군사 분야의 변화는 경제적 성과와 밀접한 관계가 있다는 점에서 향후 김정은 정권의 안정과 무관하지 않다. 김정은은 과거부터 지속되어 온 과도한 군사주의를 어떻게 부작용 없이 탈피하면서 군의 경제적 역할을 증대할 것인가에 주력하고 있는 것으로 보인다. 그러나 북한이 경제에 집중한다고 해서 군사문제를 소홀히 하겠다는 것은 아니다. 오히려 비대칭 및 선택적 재래식 군사력의 효율적 강화로 자위권을 확보하는 ‘북한식 국방개혁’을 지속적으로 추진해 나갈 것이다.

There have been three notable changes in the North’s military field, even though it has continued to develop nuclear weapons even after Kim Jong-un took power. The first is the adoption of the Dual Policy of Nuclear and Economic Development in 2013, and the second is the seventh party congress held in 36 years in 2016. The third time is when the plenary session on April 20, 2018 announced that it would complete the Dual Policy (Byoungjin Line) and focus on new strategic routes for economic development. On the same day, North Korea declared that it would stop conducting nuclear tests and test-firing mid- and long-range ballistic missiles.
How the military construction and military strategy will change is unpredictable amid conflicting paradoxes that North Korea has put down its Dual Policy of Economy-Military Defense since the 1960s and even mentioned denuclearization. Kim Jong-un’s control of the military has nothing to do with the change in the North Korean military, which is trying to get out of excessive militaryism. It is highly likely to lead to changes in the North Korean military sector as well as society as a whole, given that the Dual Policy of Nuclear and Economic Development that has emerged since Kim Jong Un took power and the recent new strategic line that priority for the economy could lead to de-militarization. The change in the military sector has nothing to do with the stability of the Kim Jong-un regime in the future, given that it is closely related to its economic achievements. Kim Jong-un appears to be focusing on whether to increase the military’s economic role, breaking away from excessive militarism that has continued in the past. However, just because North Korea is focusing on its economy does not mean that it will neglect its military affairs. Rather, it will continue to pursue “North Korea-style defense reform” that secures the right to self-defense through efficient strengthening of asymmetric and selective conventional forces.
