Inter-Korean Red Cross talks for the reunion of separated families were held from 1971 to 1973. The delegations of two Koreas’ Red Cross mutually visited Seoul and Pyongyang. During which, propaganda activities for the system competition between two Koreas had intensively developed. Women and children were conspicuously mobilized and targeted in these propaganda offensive. The dialogue among North and South Korean female reporters during preliminary meeting for inter-Korean Red Cross talks in October 1971 opened the door of propaganda campaign. The debates on system competition went to the extreme during the first round of mutual visiting of two Korean delegations in August and September of 1972. South Korean media accused North Korean women of losing maternity because they left their children to day care centers. North Korean media, meanwhile, accused South Korean women of losing their national identity because of their Westernized appearance. North and South Korean authority also mobilized many women to do service work for the various events and banquets. This paper analyzed that stereotypes to gender role and the concept of family state based on ethnic nationalism caused this phenomenon.
