본 연구는 그 수가 급증하고 있는 제3국 출생 북한이탈주민 자녀들의 정신건강 증진과 한국 사회 적응을 돕기 위해 학교기반 정신건강 프로그램을 개입의 틀로 활용하여 이들의 특성에 따른 개입 방안을 제시하고자 하였다. 제3국 출생 북한이탈주민 자녀들은 대부분 태어날 때부터 부모의 불안정한 신분으로 인해 열악한 환경 속에서 자라거나 부모와의 이별로 인해 심각하게 방치되어 있었던 경우가 많기 때문에 심리·정서적으로 탈북 청소년들보다도 더 큰 어려움을 경험하는 경우가 많다. 또한 제3국에서 태어나고 자랐기 때문에 한국어에 익숙하지 않은 경우가 많아서 더욱 한국사회에 적응하는 데 많은 시간과 노력이 필요하다. 그렇기 때문에 이들을 위한 사회적 관심과 지원이 절실히 필요한 상황임에도 불구하고 이들은 현재 통일부의 북한이탈주민 보호 대상에 포함되지 않아서 여러 지원들에서 소외되고 있는 실정이다. 이러한 점에 착안하여 본 연구에서는 제3국 출생 북한이탈주민 자녀의 외상 정도와 심리·정서적 상태에 따라 보편적, 선택적, 지시적 접근을 통한 학교기반 정신건강 프로그램의 구체적인 개입 방안을 제시하였다. 이러한 개입 방안은 점점 다양해져가는 제3국 출생 북한이탈주민 자녀들의 상황에 맞는 맞춤형 상담을 가능하게 하고, 이들의 심리·정서적 건강을 증진시킴으로써 한국사회와 학교에 적응하는데 도움을 줄 수 있을 것으로 기대된다.

The purpose of this study is to suggest counseling and educational interventions for increasing North Korean Defectors’ children born in the third countries to help their adaptation to South Korea and mental health improvement. It suggests a customized intervention plan according to their characteristics by using the school based mental health program as an intervention frame work. North Korean defectors’ children born in the third countries often experience more difficulties in psychological and emotional term than North Korean defector youths who were born in North Korea since they had grown up in substandard environments and were neglected due to their parents’ unstable status and separation from them. Despite these reasons why they are in need of social attention and supports, they are not included in the protection target of North Korean defectors in the Ministry of Unification. In response to this, this study seeks to provide effective intervention plan of school based mental health program for North Korean defectors’ children born in third countries through general, selective, directive approach according to their degree of trauma, psychological and emotional state. The intervention strategies proposed in this study are expected to facilitate personalized and diversified counseling for increasing North Korean Defectors’ children born in the third countries, and ultimately help their adaptation to South Korean society and schools by improving their psychological and emotional health.
