The North Korean crisis, which could be described as an emergency situation in North Korea, is an ongoing issue which has long been a subject of research. However, out of wishful thinking, existing research has been lacking in presenting adequate measures if such an emergency actually occurs in North Korea. The purpose of this study is to consider how we could connect the crisis in North Korea to reunification and to present appropriate measures. This study examines the risk factors of the Kim Jong-un regime and presupposes that an emergency situation would occur when such risks factors are not properly managed. However, the normative bases in accordance with international law, as well as the various circumstances are against South Korea from playing a leading role even if such a crisis should in North Korea. This study, therefore, concludes that the most probable approach would be to maintain close ties with North Korea and to communicate with North Korean personnel and to encourage them to cooperate voluntarily.
