This study starts with the idea that the North Korean economy should proactively be grown before the unification of South and North Korea. If we consider the economic damage of West Germany in the course of German’s unification, it is hard to imagine the economic strikes of the South Korean economy which will bring when the two Koreas are unified under the current economic conditions. It is also a big problem to make North Korean people to internalize the principles of capitalist market economy system who have been under the socialist planned economy for about 60 years. They are infected with the central government planning and distribution system. If we cannot reform their mindsets, the confusion to be brought will also be costly. In this sense, Saemaul Movement, which not only increased the income of underdeveloped region but also reformed the people’s spirit, can be a best alternative for the development of North Korean economy. It argues that through the implementation of Saemaul Movement, as a socio-economic policy, North Korea can reap the benefits of self-help to revive the economy and transformation of their mindsets.
