The aims of this study is to discuss on the development of Korean language textbooks for North Korean defector’s children born in third countries. This study attempted to present issues, solutions, and outcomes that be deduced from a series of coursework related to textbooks development, as a case study on the development of textbooks that accommodate the needs of learners who are becoming more diversified and subdivided. The goal is to develop textbooks for North Korean defector’s children born in third countries learn Hangul and basic Korean language for school life for 3 months before moving to the settlement school. For this, needs analysis and situation analysis are conducted, and 돋움한국어1 (Hangul Learning Textbook) and 돋움한국어2(Basic Korean textbook) was developed, as the ‘stepping stones’ learning textbooks before the beginning of Korean language learning in earnest.
