The North Korean political forces fundamentally reorganized the party and the army in August 1946. On Aug. 15, they established a Security Officer Training Headquarters(SOTH) as a military command organization, and created the North Korean Workers' Party(NKWP) on August 28th. In August 1946, the army was independent from the administrative organs, and it was the time when the party was created to promote the revolution. North Korean political forces have begun to make North Korea a base of independent countries in the future when the Joint American-Soviet Commission is closed. The SOTH was the first military command organization to be established in North Korea. All political forces were appointed to the SOTH, but the roles were shared among them. The northeastern anti-Japanese union army(NAJUA) group were the general commander of the People's Army, chief of the general staff department, and political culture business. The Korean volunteer army(KVA) group was in charge of artillery and operations, and took over the right of personnel management. The Korean of Soviet origin were responsible for engineers, reconnaissance, and prosecution. In August 1946, the party-military relations were established for the first time, with the creation of the SOTH and the NKWP. The influence of the NKWP on the army was reinforced by the election of military officers to the NKWP's cadres. And the NKWP strengthened the Nomenclatura system in the army by taking over the appointment authorities of the military officers. In October 1946, the NKWP established a rudimentary form of party-state system. At that time, the NKWP's largest political power was KVA group. Unlike the Labor Party, the army had the highest status as a member of the NAJUA group. In particular, the NAJUA group had an advantage over the army, not the Workers' Party. They took control of the hegemony of the political order based on their status in the army. However, at the time of August 1946, the leadership system of Kim Il-Sung was not created. In August 1946, both the party and the army were political coalition system of political forces.
