The North Korean nuclear issue has become the biggest threat to the Korean Peninsula from the first nuclear test in 2006 to the sixth nuclear test in September 2017. North Korea's nuclear issue is an important factor that causes considerable confrontation and conflicts not only in Korea but also in the United States, Japan, China, Russia and Europe beyond the possession of military weapons. Until now, discussions on the North Korean nuclear issue have been studied solely on the issue of international cooperation including the neighboring powers and the issue of security conservation. The recent discussion of tactical nuclear relocation is an important keyword that can push the Korean Peninsula into a new Cold War situation.
