Korean Character Policy of North Korea has begun from a campaign to abolish illiteracy. Although the laborers and farmers had to gain control of the means of production to realize Socialism such as sharing the means of production, they were not able to get the power due to the illiterate. They had a mission for reducing illiteracy rate for settle down the socialist state which is new government that they had never experienced. The main obstacle of decrease of illiteracy rate was Chinese characters. It was impossible to reduce illiteracy rate without leave Chinese characters behind in any way. It was an unavoidable choice to abolish of Chinese characters for founding a system of socialist state. Moreover, a Chinese character symbolizes imperialism and feudalism so there was justified reason to abolish the Chinese characters for establishment of modern nation. The illiteracy rate went down rapidly by virtue of carrying forward the policy of division only using Korean character, there are still many people who cannot get the point of word but only read. So it has been the important thing for refine on Chinese characters what will make or break the policy. On the other hand, it had to be expanded the education of Chinese characters in a situation when it had not utterly gone out. While the policy of abolishing Chinese characters was received a successful evaluation, the New Korean Orthography, the first orthography of North Korea which is extreme formalism and new language characters has not actualized. Kim Du-bong who was in charge of language policy of North Korea right after independence claimed that new six letters to fulfill the formalism. But it had discarded when he encountered downfall. It was an example that language policy success when is supported by not ideal of intellectual class but people’s practical needs.
