북한은 2006년부터 2017년에 걸쳐 여섯 차례의 핵실험을 했다. 북한은 사실상의 핵무장국가이다. 그런데 이미 1990년대부터 북한의 핵무기 프로그램을 둘러싸고 ‘핵위기’ 담론이 전 세계적으로 퍼져나갔다. 미국과 남한은 북한의 핵무기개발을 억지하지 못했다.
이 논문은 남한과 북한의 입장에서 ‘핵위기’를 재해석하고자 한다. 한반도 핵위기담론의 계보를 추적함으로써 그것이 상이한 시기에 따라 상이한 주체들에 의해 어떻게 사회적으로 구성되었는지를 확인하고자 한다.
먼저 미국의 한반도 핵전략을 살펴본다. 미국의 핵위협이 한반도에서 핵위기를 촉발했다. 다음으로 미국의 핵위협에 대한 북한의 인식과 대응을 살펴본다. ‘한반도 비핵화’라는 길일성 정권기의 입장이 강조된다. 끝으로 현재 북한의 핵무장을 어떻게 인식하고 대응할 것인가를 살펴본다. 결론적으로 한반도 ‘핵위기담론의 사회적 구성’을 역사적이고 전 지구적 맥락에서 성찰함으로써 실제적인 북핵문제해결의 단초를 제시하고자 한다.

From 2006 to 2017 North Korea initiated total 6 times of nuclear weapons test. NK becomes de facto nuclear state. ‘NK Nuclear crisis discourse’ spreaded worldwide from early 1990s. However, U. S. and South Korea failed to deter NK nuclear weapons development.
This paper tries to reinterpret ‘nuclear crisis’ from South & North Korean position. By tracing back the genealogy of nuclear crisis discourse over Korean peninsula from the Korean War period, we can identify the social construction of that discourse by different subjects during different periods.
First, U. S. nuclear strategy over the globe in general and over the Korean peninsula in particular is reviewed. It was the U. S. nuclear threat that ignited ‘nuclear crisis’ over Korean peninsula. Second, NK’s perception and reaction to ‘the nuclear crisis’ caused by U. S. nuclear threat is examined. NK’s denuclearization of Korean peninsula policy is highlighted. Third, how we can understand and respond to the current nuclear crisis caused by NK is outlined. In conclusion, by reflecting on the historical and global context of ‘the social construction of nuclear crisis discourse’ over Korean peninsula, we can find clues to solve the NK nuclear weapons problem.
