This is a basic research for the development of a healing program for North Korean refugees for North Korean refugees healing experts. For this purpose, After drawing Delphi questions through FGI 1 session with 11 expert panels, Delphi analysis was conducted with 15 experts, over a total of 2 surveys(July 12, 2021 to August 3, 2021). The appropriateness of the healing program for North Korean refugees was investigated according to the purpose, components, and healing contents. As a result of data analysis, 8/17 goals of the healing program, 5/10 principles of composition, 7/10 healing methods, 6/8 components, 5/6 healing types and sequences, and 11/15 healing contents were suggested. This study was meaningful in that it provided basic data for the direction of the healing program development for North Korean refugees by collecting the opinions of North Korean refugees healing experts
