북 김정은 체제의 핵외교 행태 연구
핵능력 변천과 대외정책의 상관관계를 중심으로
북한 핵 문제는 1990년대 초반부터 2018년 현재까지 한반도 정세를 지배해 온 핵심적 요인이다. 한국과 미국 등 관련 국가들이 30년 동안 지혜를 모았지만 풀리지 않은 난제로 남아 있다. 3단계 접근법이나 행동 대 행동 원칙 같은 구체적인 로드맵이 논의되기도 했으나 소용이 없었다. 그러는 사이 북한은 2018년 현재 핵무력 완성을 선포하고 스스로를 전략 국가로 칭하고 있다.
본 논문은 북한이 핵능력의 발전 수준에 따라 그에 맞는 외교정책을 탄력적으로 구사해 온 사실을 논증했다. 북한 핵 시기를 핵 보유 공표기, 핵무력 성숙기, 핵무력 완성기 3단계로 나눠 고찰해 본 결과였다. 핵 보유 공표기인 2005년~2009년에 북한은 핵실험과 같은 ‘도발’을 자국의 경제적 이익 획득을 위한 대외관계 협상 전략으로 활용한다. 하지만 2010년~2015년 시기에는 핵무력 완성을 위해 각종 핵·미사일 실험에 매진하면서 대외·대남정책에서 압박과 위협이라는 강경 정책을 주로 구사했으며, 대내 권력 공고화를 위한 회유와 공포 정치를 병행한다. 그리고 핵무력 완성을 선포한 2016년부터 2018년 현재엔 위협과 도발이라는 강경 정책 일변도에서 벗어나 대화와 협상이라는 적극적인 대외정책을 펴면서 관련국들과의 관계개선을 추구하고 있다. 체제보장과 경제재건이라는 목표 달성을 위해 대외관계를 적극 활용하는 것이다. 이 같은 북한의 극적 변화의 토대는 핵무력 완성이다. 핵무력 완성을 기반으로 체제보장과 경제재건을 이뤄 정상국가로 활동하려는 의지를 보인 것이다.
하지만 핵무력 완성이 외교정책 결정과 실행의 중추적 기반이라는 점은 역설적으로 북한 비핵화 가능성은 상대적으로 더 낮아진다는 걸 의미한다. 본 논문이 실시한 전문가 심층 설문조사 결과, 북한이 비록 미국과의 비핵화 협상에 임하고 있지만, 핵을 포기하기보다는 핵을 보유하려는 의지가 더 강하다는 평가가 우세했다. 또 북미 비핵화 협상이 적어도 5년은 걸릴 것이라는 전망이 가장 많았다.
이 같은 전망이 우리 정부에 주는 함의는 복합적이다. 북한이 ‘핵국가’를 추구하는 현실에서 북한 비핵화를 이끌어내기 위해 남북 교류와 협력을 추구하는 모순적 상황에 놓인 것이다. 장기화되거나 교착상태에 빠질지 모르는 북미 비핵화 협상기간 동안 ‘핵을 가진’ 북한과의 관계개선을 추구하면서 북한이 비핵화의 길로 접어들 수 있도록 북미 양측을 견인해야 한다는 이중적인 난제를 안고 있다. 동시에 비핵화 협상의 예측 불가성 때문에 대북관계와 한반도 정세가 또다시 위기 국면으로 되돌아갈 수 있다는 상황까지 염두에 두고 대북정책을 펴야 하며, 군사 대비태세를 준비해야 하는 복합적이고 다층적인 상황에 직면해 있는 것이 현실이다.
The North Korean nuclear issue is a key factor that has dominated the Korean
Peninsula from the early 1990s to the present in 2018. Although related countries,
including Korea and the U.S., have gathered wisdom for more than 30 years, it remains a
challenge that has not been solved. Specific roadmaps, such as a three빲step approach or
act-to-act principles, have been discussed but have been ineffective. In the mean time, as
of 2018, North Korea has declared its completion of nuclearization and calls itself a
strategic state.
This paper argued that North Korea has resiliently adapted its foreign policy in
accordance with the level of development of its nuclear capabilities. The results were
based on the consideration of the North's nuclear program divided into three stages: the
declaration of nuclear possession, the maturity of nuclearization, and the completion of
nuclearization.
In 2005-2009, when North Korea announced its possession of nuclear weapons, it
used 'aggression or provocation' such as nuclear tests as a strategy to negotiate and
catalyze related countries-U.S., China and South Korea- in order to gain its economic
interests. In 2010-2015, however, North Korea focused on various nuclear and missile
tests to complete nuclearization, mainly using hard-line policies such as pressure and
threat in foreign and inter-Korean policies, and the North Korean regime also used
combined carrot and stick policy to solidify power in the domestic politics. From 2016 to
2018, when North Korea proclaimed the completion of its nuclearization, North Korea is
seeking to improve its relations with the countries concerned by taking positive foreign
policies such as dialogue and negotiation out of a hard-line policy of threats and
provocations.
This means that the North Korea actively uses foreign relations to achieve its goals of
guaranteeing the Kim Jong Un regime and reconstruction of the economy. The foundation
for such dramatic changes in North Korea is the completion of nuclearization. North
Korea showed its willingness to act as a 'normal state' by guaranteeing the regime and
rebuilding the economy based on the completion of nuclearization.
Paradoxically, however, the completion of nuclearization is the backbone of foreign
policy decisions and implementation, which means that the possibility of denuclearization
of North Korea will be relatively lower. According to an in-depth expert survey
conducted by this paper, although North Korea is engaged in denuclearization
negotiations with the U.S., it is more willing to possess nuclear weapons than to give up
nuclear weapons. In addition, the majority of the respondents predicted that the
denuclearization talks between U.S. and North Korea would take at least five years to
reach its agreement.
These implications are complex to the South Korean government. In the reality that
North Korea pursues a 'nuclear state,' it is in a contradictory situation seeking inter-
Korean exchanges and economic cooperation to bring about the denuclearization of North
Korea. During the North Korea-US denuclearization negotiations, which may be
prolonged or stalled, South Korea has the task of seeking to improve relations with the
"nuclear" North Korea, while at the same time driving up the U.S.빲North Korea talks so
that North Korea can denuclearize.
At the same time, South Korea should be put in mind that the relationship with North
Korea and the situation on the Korean Peninsula could return to a crisis again due to the
unpredictability of denuclearization negotiations, and face a mixed and multiple-layered
situation in which military preparedness should be prepared.
