OECD는 1999년 보고서를 통해 전 세계 무역량의 80%가 국제표준의 영향 아래서 유통되고 있다고 발표하였다. 그로부터 24년이 지난 2022년, 미국표준협회는 표준과 기술 규제가 세계 무역의 93%에 영향력을 미치고 있다는 발표를 내놓았다. 영국표준협회는 표준이 GDP 성장률의 약 28.4% 기여한다는 연구 결과를 보고하였다. 글로벌 경제 속에서 국제표준의 부합화는 업무 효율을 높이고 시장을 개방하며 소비자의 신뢰를 높이고 비용 절감 효과를 충족한다.
1961년 「산업표준화법」 제정과 함께 국가표준제도를 시행해온 남한은 국제표준화 활동에도 적극적으로 참여해 세계 7위 표준강국에 근접하였다. 남한의 국제표준 부합률은 2021년 12월 31일 기준 98.8%에 달한다. 남한은 2010년 IEC 정보통신 산업 분야 국제표준 제안 1위, 2021년에 세계 3대 국제표준화기구 선언 표준특허 누적 건수 부문 세계 1위를 기록하였다.
반면 북한은 1950년 국제단위계를 도입하고 남한과 같은 시기인 1963년 ISO와 IEC 회원국이 되면서 국제표준화 활동을 시작하였으나 국제표준 부합률은 2015년 재발행된 국가규격 목록 기준 8.6%에 그친다. 북한은 1997년 「규격법」을 제정하여 산업 전반에 규격 보급 사업을 강화하고 규격화 사업을 통해 제품의 질 제고에 힘쓰고 있다고 선전하고 있으나 실제 품질은 당국의 발표에 미치지 못한다. 국제표준화 활동에 있어서는 IEC 정회원 자격 상실과 준회원 자격 재가입, COOMET 장기 미활동에 따른 회원 자격 박탈 등 국제표준화 무대에서 활동의 부진함을 보인다.
독일연방건설교통부 발표에 따르면 1991년부터 2003년까지 독일의 통일비용 추계는 2조 4,550유로에 달하며 이 가운데 약 10%가 표준통일 비용으로 소요되었다. 분단 시기 표준화 협력을 추진하였던 동서독의 표준통일 비용의 규모로 분단 77년간 표준․규격화 협력이 없다시피 한 남북한의 표준통일 비용을 추산하기란 쉽지 않다. 그렇다고 통일을 대비한 남북한 표준․규격화 통합 추진 사업의 목적이 통일비용을 줄이는 데 있지만은 않다. 통일 전 남북 간 표준화 교류 협력을 통해 통일 후 사회통합에 필요한 시간을 단축하여 사회 안정화 기간을 줄이기 위해서도 남북한 표준화 통합은 필요하기 때문이다. 무엇보다 사회통합의 초석이 될 남북 간 표준화 협력은 체제와 문화, 사상의 이질화가 심화한 남북한 사회의 구성원들이 통일에 대한 체념과 불안감을 극복하는 데 기여할 수 있다.
남북한 표준․규격화 통합은 공통된 표준 적용으로 모든 산업 기반 시설, SOC 등이 통일된 유일한 표준화 시스템에 의해 작동하며 사용자인 사회 구성원 전체가 이를 수용하는 것을 의미한다. 궁극적인 표준화 통합을 위하여 한국표준협회를 중심으로 정부, 산업계․학계․연구계의 표준화 전문가 그룹을 구성원으로 거버넌스를 조직해 남북한 표준화 통합 전략을 수립해야 한다. 남북한 표준․규격화 통합의 초기 단계에서 통일 여건 조성을 위해 정부와 민간기업, 국제기구가 협력하여 남북한 표준 체계 비교를 위한 별도의 조직을 구성하여 연구 사업을 추진해야 한다. 한편으로는 법적․제도적 방안을 마련하고 통합 추진 사업에 필요한 재원을 충분히 지원해야 한다. 통일에 대한 국민적 공감대의 확산을 위해 통일 교육도 확대 실시해야 한다. 구체적인 남북 간 교류 협력 단계에서는 북한의 ISO 개도국 지원 사업, ITU의 Fellowship 프로그램 참여를 유도해 북한 규격의 국제표준화 부합률 상승을 측면 지원해야 한다. 이를 통해 북한의 국제표준화 활동 의지가 높아지고 남북한 표준화 협력이 일정 단계에 이르면 국가기술표준원의 개도국 표준 체계 보급 지원, 한국정보통신기술협회의 단계별 맞춤 지원 프로그램을 통해 북한 표준화 현황을 분석하여 북한 맞춤형 표준화 지원을 추진할 수 있다.
통일에 있어 표준화 통합의 비중과 가치를 생각하면 남한의 북한 표준화 지원은 소모가 아닌 투자이며 협력을 통한 상호 발전으로 통일을 앞당기는 일이다. 남북 간 표준․규격화가 조금씩 이질화되어 고착에 이른 것처럼 통합에도 전략 수립에서부터 세부 계획 추진, 변수의 대응까지 오랜 시간이 소요될 수 있다. 지금 바로 남북한이 표준․규격화 교류 협력을 시작해야 하는 이유이다.
In a 1999 report, the OECD announced that 80% of world trade is distributed under the influence of international standards. Twenty-four years later, in 2022, the American National Standard Institute announced that standards and technical regulations were influencing 93% of global trade. The British Standard Institute reported that the standard contributes about 28.4% of GDP growth. In the worldwide economy, conformity with international standards increases work efficiency, opens markets, increases consumer confidence, and meets cost savings.
With the enactment of the 「Industrial Standardization Act」 in 1961, South Korea, which has implemented the national standard system, has also actively participated in international standardization activities, approaching the world's seventh-largest standard power. South Korea's international standard compliance rate reached 98.8% as of December 31, 2021. South Korea ranked No. 1 in the international standard proposal in the IEC information and communication industry in 2010 and No. 1 in the world in the cumulative number of patents declared by the world's three largest international standards organizations which are ISO, IEC, and ITU in 2021.
On the other hand, North Korea introduced "The International System of Units" in 1950 and began international standardization activities as a member of ISO and IEC in 1963, the same time as South Korea but the international standard compliance rate was only 8.6% based on the list of national standards reissued in 2015. North Korea enacted the 「Standardization Act」 in 1997 to strengthen standardization projects across the industry and promote product quality through standardization projects, but the actual quality is not as good as the authorities announced. In terms of international standardization activities, activities on the international standardization stage are sluggish, such as loss of IEC regular membership, re-entry of associate membership, and deprivation of membership due to long-term COOMET activities.
According to the German Ministry of Construction and Transportation, Germany's unification cost from 1991 to 2003 was estimated at 2.45 trillion euros, of which about 10% was used for standard unification. During the 77 years of division, there was no standardization cooperation between South and North Korea. So it is difficult to estimate the cost of standard unification. However, the purpose of the Korean standardization integration project in preparation for unification is not only to reduce unification costs, but also there is another purpose to stabilize society in a short period by reducing the time required for social integration after unification through standardized exchanges and cooperation between South and North Korea before unification. Above all, standardization cooperation between South and North Korea, which will be the cornerstone of social integration, can contribute to overcoming the unification resignation and anxiety of members of both Korea who have lived with different systems, cultures, and ideas.
Standardization integration between South and North Korea means that all industrial infrastructure and SOC are operated as a unified standardization system according to common standards, and all members of society who are users accept it. For the ultimate standardization integration, governance should be formed into a group of standardization experts from the government, industry, academia, and research circles around the Korea Standards Association to establish an inter-Korean standardization integration strategy. In the early days of inter-Korean standardization integration, the government, private companies, and international organizations should cooperate to form separate organizations to compare the inter-Korean standardization system and promote research projects. On the one hand, it is necessary to prepare legal and institutional measures and sufficiently support the financial resources necessary for integrated promotion projects. Unification education should also be expanded so that public consensus on unification can spread. At the specific inter-Korean exchange and cooperation stage, North Korea should be encouraged to participate in ISO developing country support projects and ITU's fellowship program to increase the possibility that North Korea's standards match international standards. Accordingly, if North Korea's commitment to international standardization activities increases and inter-Korean standardization cooperation reaches a certain level, it can support North Korea's standardization projects with the support of developing countries and Korean ICT.
Considering the weight and value of standardization integration in unification, South Korea's standardization support for North Korea is not consumption, but investment and cooperation through the exchange. Just as standardization between South and North Korea has become a little heterogeneous and has become entrenched, integration can take a long time from establishing strategies to promoting detailed plans and responding to variables. This is why South and North Korea should start standardized exchange and cooperation.
