본 연구는 지난 70여 년간 북한 정권이 지속되는 데 선전선동의 힘이 크게 작용하였다고 보고, 북한 선전선동이 어떻게 추진, 변화하면서 체제 유지에 기여해왔는지 밝히고자 한다. 초기부터 북한은 소련의 영향을 받아 대중교양 수단으로써 선전선동 사업을 비중 있게 다루어왔으며, 당의 노선과 정책에 대하여 대중의 언어인 구호를 통해 간결하고 명확하게 표현하고자 했다. 언어적 상징으로서 구호에는 해당 시점에서 북한 정권이 대내외 정세를 어떻게 인식하는지, 시대정신에 따라 자신들의 정체성을 어떻게 규정하는지, 새로운 도전과제에 대응하고자 수립한 국가목표와 전략이 무엇인지가 함축적으로 담겨있다.
본 연구에서는 1948년부터 2021년까지 조선로동당 중앙위원회가 발표하는 구호(당 중앙위 구호)와 노동신문 1면에 제호 옆에 제시되는 구호(노동신문 제호 구호)를 전수 수집하였다. 해당 구호들을 정치·군사, 경제, 사회, 대외·통일 분야로 분류하여 북한 역사의 전개 과정에 따라 어떠한 정책 분야가 중점이 되어왔는지 전체적인 맥락에서 살펴보았다. 북한 역사의 전개 과정은 1)김일성 시기1(1948-1967): 체제 건설기, 2)김일성 시기2(1967-1994): 체제 공고화기, 3)김정일 시기(1994-2011): 위기 극복기, 4)김정은 시기(2011-2021): 경제·핵 동시발전기로 구분하였다.
연구결과를 요약하면 다음과 같다. 첫째, ‘체제 건설기’ 동안 경제 구호가 가장 많이 등장했으며 1950년대 김일성의 권력 부상과 함께 김일성을 상징하는 언어들이 점차 두각을 나타내기 시작했다. 1960년대 들어 중소분쟁이 가시화되자 대외 분야에 소련, 중국에 대한 언급이 줄었고 주체를 내세우는데 중점을 두었다. 둘째, ‘체제 공고화기’ 동안 정치행사를 기념하여 당 중앙위 구호 발표가 재개되었고 여러 분야 구호들이 정치 용어와 결부되어 나타났다. 김정일이 후계자로서 입지를 다져감에 따라 정치사상 강화 및 경제발전이 주요 목적이 되었고, 비교적 안정적으로 체제가 공고화되는 과정에서 당 중앙위 구호는 분야별로 고르게 분포된 것으로 나타났다. 전반적 맥락에서 수령의 위대성을 과시하는 상투적인 구호가 형성되었고 화려한 미사여구를 활용하여 당에 대한 충실성, 후계자 권력의 정당성을 강화하며 경제성과를 추동하였다. 셋째, ‘위기 극복기’ 동안 김정일의 선군정치에 따라 군이 우선시되면서 정치·군사 구호 수가 증가하였고, 김일성에 대한 상징어가 여러 다양한 용어들과 결부되면서 그 의미가 확장되었다. 혁명적 군인정신을 강조하는 극단적인 표현이 나타났고, 대내외 위기 상황에서 구호는 그 자체로 최고지도자의 위대성과 체제의 건재함을 과시하는 형태로 고착되었다. 넷째, ‘경제·핵 동시발전기’ 동안 핵 개발을 통해 체제에 대한 자신감이 더해지면서 김정은에 대한 언급이 증가하였고 김정은 유일권력에 대한 상징이 강화되었다. 김정은이 인민을 위한 경제발전을 내세우면서 경제 분야에서 다루는 세부 영역이 더 넓어지고 구체화된 형태로 나타났다.
북한 구호에 나타난 주요 특성으로는 첫째, 구호의 변화는 체제가 어려운 상황에 직면하거나 정치적 안정이 필요할 때 두드러진다. 둘째, 지도자 교체 시기가 다가올수록 다음 시대에 나올 특성들이 미리 감지된다. 셋째, 대외적 환경변화에 따른 북한 지도부의 입장과 전략 변화가 명확히 반영된다. 넷째, 대외·통일 구호는 김정일 시대부터 급격하게 줄어들며 김정은 시대에 들어 매우 적은 부분을 차지한다. 다섯째, 구호의 출현과 지속 기간 등을 미루어 성공한 정책과 실패한 정책이 무엇인지 가늠할 수 있다는 점이다.
북한에서 선전선동은 체제의 생존 방식이나 다름없다. 북한이 최고지도자를 중심으로 고도로 통합되어 있고 사회 전역에 걸쳐 정치화를 이룬 전체주의 국가이며, 광범위한 영역에서 상징과 의례를 통한 상징권력에 기반을 두고 있다는 점에서 그러하다. 구호가 갖는 허상적, 비현실적 특성을 차치하고서라도 북한에서 선전선동은 지도부가 가장 중요시해온 부분이며 다른 모든 부정적 문제들을 오랜 기간 짊어지면서도 체제를 이끌어온 강력한 무기로 작용했다. 본 연구는 정권 수립 이후부터 현재까지 전 범위에 걸친 북한 구호를 전체적으로 조망하여 북한 선전선동의 특성과 변화를 살펴봄으로써 체제의 존속 요인을 규명하고자 했다는 점에서 의의가 있다.
This study argues that the power of propaganda and agitation played a
significant role in sustaining the North Korean regime over the past 70 years,
and aims to clarify how the promotion of and changes in propaganda and
agitation have contributed to the maintenance of the North Korean regime.
From the beginning, North Korea, under the influence of the Soviet Union,
has valued propaganda and agitation as a means of public education, and
tried to express the party’s line and policies in a concise and clear manner
through slogans in the common language of the people. As a linguistic symbol,
slogans convey how the North Korean regime perceives the internal and
external situation at that time, how it defines its identity according to the
spirit of the times and what national goals and strategies it has established to
respond to new challenges.
In this study, slogans announced between 1948 and 2021 by the Central
Committee of the Workers’ Party of Korea (Party Central Committee Slogan)
and slogans printed next to the title on the front page of the Rodong Sinmun
(Rodong Sinmun Title Slogan) were collected. These slogans were classified
into political/military, economic, social, and foreign relations/unification fields,
and which policy areas were the focus in each time period was examined
in the overall context. The development process of North Korean history
can be divided up as follows: 1) Kim Il-sung Period 1 (1948-1967): System
Building Period, 2) Kim Il-sung Period 2 (1967-1994): System Consolidation
Period, 3) Kim Jong-il Period (1994-2011): Overcoming Crisis Period, 4) Kim
Jong-un period (2011-2021): Simultaneous Economic and Nuclear Development
Period.
The study’s findings were as follows. First, during the ‘system building
period,’ economic slogans appeared the most, and as Kim Il-sung’s power
increased in the 1950s, slogans highlighting Kim Il-sung gradually began to
become prominent. Then in the 1960s, as the Sino-Soviet split developed,
references to the Soviet Union and China in foreign slogans changed and
Juche gradually began to appear. Second, in commemoration of political events
during the ‘system consolidation period,’ the announcement of slogans by the
Central Committee of the Party was resumed, and North Korean slogans
changed to focus on politics. As Kim Jong-il consolidated his political
position as the successor, the main objectives were to strengthen political
ideology and develop the economy. However, in the process of consolidating
the regime into a relatively stable position, the Party Central Committee
slogans showed the most even distribution between each slogan type defined
above. In the overall context, the stereotypical slogans showing off the
greatness of the leader were coined, and splendid rhetoric was used to promote
loyalty to the party, to strengthen the legitimacy of the successor’s power
and to drive economic progress. Third, during the ‘overcoming crisis period,’
the number of political and military slogans increased as the role of the
military was emphasized according to Kim Jong-il’s military-first policy, and
a more significant number of terms were used to signify and emphasize Kim
Il-sung’s meaning and importance. Extreme expressions appeared, highlighting
the revolutionary spirit of soldiers, and in this time of internal and external
crisis, the slogan itself became fixed as a symbol of the greatness of the
supreme leader and the soundness of the system. Fourth, as the regime’s
self-confidence increased as a result of its nuclear development during the
‘simultaneous economic and nuclear development period,’ references to Kim
Jong-un increased and the symbol of Kim Jong-un’s monolithic power was
further strengthened. In addition, the detailed areas dealt with in the economic
field appeared in a broader and more concrete form under the purpose of
economic development for the benefit of the people.
The main characteristics of North Korean slogans are summarized as
follows. First, changes in North Korean slogans are noticeable at times when
the regime faces difficult situations or needs political stability. Second, as
the time for a leadership handover approaches, characteristics that will emerge
in the next era are sensed in advance. Third, changes in the position and
strategy of the North Korean leadership reflecting changes in the international
environment are clearly seen. Fourth, foreign relations and unification-related
slogans drastically decrease from the Kim Jong-il era, and account for a very
small proportion of slogans in the Kim Jong-un era. Fifth, by inferring from
the timing of the emergence of slogans and their duration, it is possible to
gauge which policies have succeeded and which have failed.
Propaganda is one of the key instruments of North Korean regime for
its survival, inasmuch as North Korea is a highly integrated totalitarian state
centered on the supreme leader and has politicized every sphere of society,
and is based on symbolic power expressed through symbols and rituals in
a wide range of areas. Despite the fanciful and unrealistic nature of slogans,
propaganda in North Korea is regarded by the leadership as extremely
important, and it has served as a powerful weapon to support the regime
for a long time despite all the problems it faces. This study’s significance
is that it has sought to identify the factors that maintained the system by
examining the characteristics of and changes in North Korean propaganda
and agitation by looking at the entire range of North Korean slogans from
the establishment of the regime to the present
