1990년대 이후 북한 지원은 축산분야를 포함해 다양하게 이루어져 왔고, 대북 전문가들이 연구한 지원정책들의 자료들이 많이 보고되었다. 그러나 대부분의 지원정책들은 일회성이나 국지적인 지원정책들이어서 대북 축산을 지원 할 수 있는 계획안의 연구는 아직 보고 된 바 없다.
따라서 본 연구는 대북 축산지원에 대한 계획안을 고민하면서 다음과 같은 방법론을 고안하였다. 대북 축산지원에 대한 선행연구들의 자료들을 분류하여 AHP 의사결정법을 이용하여 지원에 대한 26개 항목 우선순위를 설정하였다. 26개 우선순위가 설정된 항목들은 북한 축산업의 중요도, 실현시기, 현 수준, 총 사업비, 년 평균 전문 인력소요 등을 Delphi 설문조사 2회를 실시하여 미래예측을 하였다.
AHP 의사결정법에서 대북 축산지원 우선순위에서의 중요도가 가장 높은 분야는 지역특화사업단지 조성으로 0.5889 수준을 보였으며, 가장 낮은 분야는 축산지원방향협의체 구성으로 0.3772 수준을 보였다. 0.3772는 절대측정법의 C등급 보통수준인 0.38보다 0.0028 낮은 미미한 차이로 실질적으로 26개 지원항목 전체가 미래 대북지원 사업에 매우 중요하다는 것을 시사하고 있다.
Delphi 설문조사의 도출결과로 실현시기가 26개 항목들 가운데 절반정도가 47.79%로 5년 이후를 보여주고 있어 장기적인 계획을 세우고 추진해야 한다. 남한대비 북한축산의 현 수준은 평균 49%로 낮은 수준을 보이고 있어 가까운 미래에 시급한 지원이 필요하다고 사료된다.
지원 사업 추진주체 중요도에서는 정부와 민간주도가 50%의 높은 분포도로 나타나 지원 시 공동 추진체를 구성할 필요가 있으며, 정책지원방법에서는 전문 인력파견, 인프라 구축과 물자지원의 합이 67.43%의 높은 분포도로 나타나 지원추진에서 깊은 관심을 가져야 할 것으로 사료된다.
대북축산지원사업의 항목 사업비 평균은 127억 원이며, 평균 소요기간은 6.67년이고, 년 평균 전문 인력소요 범위는 최하 9명부터 최대 30명이며, 평균은 16.78명을 보이고 있다.
Since the 1990s, support for North Korea has been diversified, including animal husbandry, and there have been many reports of support policy studies conducted by North Korean experts. However, most of the support policies are one-off or local support policies, no research has been reported on plans to support livestock production in North Korea. Therefore, this study devised the following methodology while considering the proposal for livestock support to North Korea. The data of the previous studies on livestock support in North Korea were classified and the priority of 26 items was set up using AHP decision making method. Items with 26 priorities were forecasted by conducting two Delphi surveys on the importance of North Korea 's livestock industry, the time of its realization, the current level, the total project cost, and the annual average expert workforce demand.
In the AHP Decision Making Method, the area with the highest priority in livestock support for North Korea was 0.5889 in Establishment of local specialized business complex, and the lowest level was 0.3772 in the Form a consultative group of animal husbandry aid direction. 0.3772 suggests that virtually all of the 26 support items are very important for future North Korean assistance projects, with a slight difference of 0.0028 lower than 0.38 of C grade normal level of absolute measurement method.
As a result of the Delphi Survey, half of the 26 items were realized at 47.79%, showing that after 5 years, the long-term plan should be established and pursued. The current level of livestock production in North Korea compared to South Korea is low at 49% on average, and urgent support is needed in the near future. In terms of the priority of the project, the government and the private sector have a high distribution ratio of 50%, and it is necessary to construct a common propulsion system. In the policy support method, Total 67.43% of expert dispatch, infrastructure construction and material support is considered as a deep interest in aid push ahead.
The average project cost of the livestock support project in North Korea is 12.7 billion won, and the average period of implementation is 6.67 years, and the required range of average expert stuff is from 9 to 30 people, with an average of 16.78 people.
