한반도는 남북으로 분단된 이후 최근 북한의 핵실험 및 대륙간탄도미사일 발사 시험으로 UN 안보리 등 국제사회의 제재, 한미의 군사연습과 추가적 도발에 대한 강력 응징 천명과 북한의 강경대응 발표로 한반도 안보위기가 고조되는 시점이다
남북 간 군사적 긴장이 고조될 때마다 모든 언론에서 북한급변사태 및 전쟁시 한미정부의 대응과 통일방법에 대한 보도와 전문가 토론으로 관심을 표명하고 있다
본 연구자가 유사시 대비계획 업무와 절차연습을 추진하는 과정에서 유사시 통일경로에 대한 연구서가 극히 제한되고, 북한의 정치체계와 주민의 가치관을 반영한 유사시 북한 지역 안정화를 위한 이론과 모형이 없음을 확인하고, 한국적인 안정화 이론 개발과 모형연구가 필요함을 절감하였다
따라서 본 논문은 유사시 미2024;중의 개입가능성 판단, 통합이론과 민족공동체통일방안의 연구를 기초로 한국 주도하 통일 경로, 국제사회 개입 상황에서의 통일 경로 등 3개의 통일경로와 각 통일경로별 주요 정책과제를 제시하였다
이라크2024;아프카니스탄 안정화작전 사례 연구, 합참의 안정화작전 교범 등을 기초로 북한 정치2024;통치체계와 주민의 가치관을 반영한 남북한 통일 초기에 적용하는 ‘안정화를 위한 인도지원 조직편성과 정보제공의 체계’를 제시하였다
또한 향후 분야별 통합을 대비하여 군사 분야 안정화를 위해 북한군 무장해제2024;부분 귀향2024;공공업무 종사2024;직업교육2024;사회복귀를 위한 ‘북한군 통합 및 해산절차 모델’을 모형으로 제시하였고, 경제 분야 안정화를 위한 ‘한시적인 분리경제 운영’과 ‘화폐 통합 절차’를 모형으로 제시하였다 사회 분야 안정화는 ‘통일경로와 연계하여 초기2024;중기2024;확산기’로 구분하여 추진 주체인 ‘정부2024;군2024;광역시도2024;민간단체별 역할과 참여 비중을 조정하는 틀’과 (가칭) 북한 광역시도별 ‘정치사회교육원을 설치2024;운영하는 방안’으로 모형을 제시하였다
마지막으로 통일경로와 안정화 모형 연구 개발을 위해 국가안보실을 중심으로 정부 각 부처와 학계가 공동으로 연구과제 목록을 작성하는 등의 체계를 구축하고, 경로와 모형을 정책기획화 하기 위하여 제도적 뒷받침과 정부 부처의 조직을 통합 및 보강하고, 예산을 편성하여 지속적으로 추진하며, 정부와 학계 전문가가 공동으로 참여하는 훈련체계를 제시하였다

본 논문이 학계2024;정부2024;군에서 유사시 통일경로, 안정화 이론 및 모형, 분야별 통합정책에 대한 활발한 연구와 논의가 촉발되는 계기가 되기를 희망해 본다
