The unification of the Korean Peninsula can be achieved through consensus regarding the unification of South Korea and North Korea and through cooperation among marginal states which seek to maintain the stability of the region in case of sudden change in North Korea. In either case, the Korean government is expected to assume a leading role regarding arrangement in terms of population, economic strength, system superiority and the like.
Once the Koreas are unified, the integration of various areas such as politics, military, society, economy and culture should be propelled in order to recover national homogeneity. Naturally sectoral integration will be pursued at the same time. Above all, the integration in the field of military must proceed in a stable manner.
Among many scenarios, the idea of integration through the absorption of the North Korean army is expected be adopted, especially in consideration of the level of modernization of weapon system, construction expenses of the unified Korea military, and ability to support the integration process and discharged soldiers.
Should the antagonism accumulated during the period of division remain rampant, an insignificant matter could lead to serious conflict. Likewise, the differences in the military culture of the North and South are too great and internal conflict may be induced. Those who are unable to adapt to modern weapon systems and tactical doctrines can be given the option to join the coventry.
There is a possibility that discharged soldiers from North Korea will experience economic difficulties as they settle into Korean society. Also mass unemployment could possibly take place due to a lack of vocational ability. If the improvement of standard of living falls short of the soldier’s expectations over the long term, they may come to idealize the old socialist society where everyone was equally indigenous and try to resist the new capitalist system by uprising, committing crime and so on.
Therefore it is absolutely crucial to create a stability plan for the North Korean military designed to cope with such eventualities in order to achieve military integration of the North and South.
Firstly, the 'Headquarters for North Korean Military Stabilization' and its subordinate unit need to be organized and professional manpower to push ahead with military integration by utilizing a military educational institution.
Next, military-related statutes should be revised for soldiers from the North to ensure that they are not discriminated against concerning in their careers.
Thirdly, it is necessary to encourage assimilation through education, such as army life experience programs, along with mentoring and welfare systems. Through these programs North Korean soldiers will be able to quickly adapt to Korean military culture, have confidence as a member of the unified Korea military and above all have a sense of expectancy about their future.
Fourthly, the plan should include refresher training to improve the manual skill of weapon systems and the combat power of the unified Korea military by making proficient at tactical doctrine.
Lastly, proper education programs and financial aid for resettlement are essential for North Korean dischargees to adjust to their new surroundings. Besides this, career consulting, job placement, and private vocational training institutions should be created.
The unification of the Korean Peninsula is contingent on North and South Korean Military Integration. Hence, the results of this research insist that in preparation for military integration the authorities concerned must investigate the actual conditions of the North Korean Military and establish a stabilization plan based on that research.
