This study is trying to analyze the fundamental reason of the security threat to the Korean peninsula and to find its solution with mid and long term consideration of the peace regime and unification in Korean peninsula.
The security conflict of the last half century around the Korean peninsula was deteriorated the consciousness of mutual-distrust and the national ideology and system as a alternative being was formed the security discord structure of zero-sum basis and the enlargement of the U.S influential power to Korean peninsula still make to opaque the future of Korean peninsula after the cold war front collapsed. Futhermore, in the situation of the D.P.R.K's unstability threatened to the R.O.K's security, the military first policy of the D.P.R.K was solidified the security situation of the Korean peninsula as the fossil of the cold war.
Especially, even though Introduction of the post cold war rose the expect of South-North reconciliation and peace, the change of U.S world strategy after 9·11 and hard-line policy to D.P.R.K and worsened U.S-D.P.R.K relations heightened the uncertainty and increased the continual war threat in security situation of the Korean peninsula. now, We are face the time to review fundamentally detailed policy and effort to establish the peace regime in the Korean peninsula.
So, to get the fundamental solution of the security problems and to actualize the prospect of establishment of the peace regime in the Korean peninsula;
First of all, South and North relations and R.O.K and U.S relations must be tuned based on the R.O.K's peaceful leadership. From the point of the Agreed Framework(Geneva Agreement), U.S-D.P.R.K contact realized and have been continued. because of those facts, the R.O.K government was received a burden to plan and to drive the foreign policy with the comprehensive understanding of the three dimensional bilateral relations which is the South and North relations, the R.O.K and U.S relations and U.S and D.P.R.K relations. On the other hand, the D.P.R.K which has direct negotiation channel with the U.S was tried often to use the South and North relations and the U.S and D.P.R.K relations strategically and tactically. The U.S and D.P.R.K relations is functioned as a essential element in improvement of South and North military relations. so, the discussions on military relations between the South, the North and U.S must be approached in the open context. through this approach method, the separation policy between the north nuclear issues and the economic cooperation should be sustained consistently to save the space to solve the problems through dialogue between the South and the North even though the relations between the U.S and the D.P.R.K would be worsen. That is a way of securing the negotiation basis and lever in three dimensional game as like current situation.
Also, we must pursue the R.O.K-U.S cooperation policy in parallel with the inter-Korean cooperation instead of the one side policy to the U.S to ensure the proper role of the R.O.K in solving the Korean peninsula issues. after that, We can request the D.P.R.K to give up their nuclear weapon programs and also, we can demand the U.S to give the non-aggression guarantee to the D.P.R.K.
Second, the newly organized mutual-relations must be pursed in the South and North relations. The final goal in politics and military of the South and the North relations is the peaceful coexistence of the South and the North. To achieve the peaceful coexistence, first, pursue the improvement in South and North relations in the context of politics and economics separation and then, take a step to political negotiation and finally, establish the peace regime through the connectivity between politics and economics.
In consideration of the long time hostile history in the South and the North, establishing the confidence building(CB) with overcoming the mistrust between the two Koreas is not a thing which will be solved in a blow with the one or two times of benefits. That's why we should wait until the proper time would come with the long breath. It is difficult persistently to execute the foreign policy to the North Korea without broad domestic support in the situation of taking some level of risks and losses. We must expropriate new paradigm which is advantageous to both Koreas for improving the South and North relations into cooperative relations and to solve the discord situation of politics and military areas which has protruded since the recent R.O.K and U.S summit talks.
Third, we must explore ways toward the South and North relations which is possible to be continued. To make a continual success in the South and North relations, new measures should be taken to make improvement in the South and North relations within the limits of acceptation in the existing South and North systems and domestic and international circumstances. If the extent of improvement in the South and North relations would pass over the political, economic and social limits to accept by the both Koreas, the compliance procedures can be deteriorated by the inner resistance or can be blocked intentionally by the one side noncompliance. After 2000 Summit Talks, several successive meetings have been held frequently or regularly between the South and North but it is considered that the speed of the improvement in the South and North relations exceeded the limits of acceptance by the South and the North in view of raising the necessity to adjust the speed of relations improvement in process of rapid reconciliation. Relations improvement which is fit to receive means that phased cooperative relations would be expanded gradually based on the confidence building in the South and North relations and balance and harmony would be maintained between security and economic cooperation. So, the president Noh's 'Peaceful Prosperity Policy' was proposed based on this situational necessity. theoretically, this policy is resulted from the former president Kim Dae Jung's 'Sun Shine Policy' which provided the foundation to dismantle the cold war structure in the Korean peninsula and to improve the South and North relations and this policy is due to the necessity of new upgraded policy which is deepened and developed in the South and North relations. Also, this policy is composed of solving the problems with talks, confidence building first and then reciprocity, international cooperation based upon the South and North party concerned and the people participatory policy and have been expanded denotation of the Korean issues to the neighboring countries as the regional issues and also, it has a flexible and positive cooperation channel and a vision for progress.
The state of peaceful coexistence means that the characteristics of the South and North relations is quite differently changed structure and the relations not only in the South and North relations but also in the North Korea to neighboring countries relations has been developed at some extent. At the point of the president Noh's 'Peaceful Prosperity Policy', this is a final stage situation and it means that the peace agreement between the South and the North has signed and the peace regime in the Korean peninsula has established.
We need to think about that how we can connect the South and North relations with the North and U.S relations to construct the peaceful coexistence regime in the Korean peninsula.
As a same logic, pursuing consistent comprehensive policy to the North would be a role to check the U.S unilateral policy to the D.P.R.K and to make the success of Peaceful Prosperity Policy based on the proper mutual benefits must be strengthened the cooperation function with the neighboring countries in related with the North issues when it is needed to get the mutual benefits, the South and the North should take proper roles or pursue a cooperate policy in the international community but we must be cautious in solving the South and North issues, it is not favorable to gather neighboring countries in solving the issues which is defined ad a international matters because when the more international actors participated, it is the more difficult to get the adequate cooperative agreement with the mutual interests of neighboring countries.
In this context, the R.O.K and the U.S cooperation policy should be maintained consistently with constructing the multi-functional cooperation system with neighboring countries. Also, the U.S role at the South and North relations, the China and Taiwan relations in east asia and the neighboring countries interests should be analyzed to get the suitable cooperation framework and we have to use it as a leverage.
