북한은 ‘선군정치’ 방식을 “군사선행의 원칙에서 혁명과 건설에서 나서는 모든 문제를 해결하고 군대를 혁명의 기둥으로 내세워 사회주의 위업 전반을 밀고 나서는 영도 방식”이라고 규정하고 있다. 이러한 ‘선군정치’의 개념과 의도를 둘러싸고 우리사회 내부에서는 북한 전문가 및 관련 기관간의 상반된 시각으로 인해 우리의 대북정책수립 및 대응조치에도 혼선이 빚어지고 있다. 주요 쟁점은 선군정치는 군사력 강화에 중점을 두는 정책이라는 주장과 현재 체제위기극복의 최대 당면과제인 경제건설에 더 큰 의미를 부여하는 주장이 있다. 또 다른 주장은 북한체제를 작동시키는 물리적 메커니즘 기능이 종전 당에서 이제는 군으로 전환되었다라는 주장이다. 따라서 본 논문은 다음과 같은 문제에 주목하였다. 첫째, 1990년대 초반 이후 정치.경제.대외적인 심각한 상황에 처한 북한체제 위기의 현재 모습은 어떠하며, 이를 극복하기 위한 위기관리체계로서 등장한 ‘선군정치’의 등장 배경은 무엇이며, ‘선군정치’는 정치.경제.사회적으로 어떻게 제도화되어 운용되고 있는가? 둘째, ‘선군정치’하에서 증가된 조선인민군의 역할과 위상의 내용은 무엇이며, 다변화된 북한군의 역할과 위상강화로 당.군 관계에서 어떤 변화가 발생하고 있는 것이 아닌가? 셋째, 북한에서는 ‘선군정치’를 어떻게 설명하고 평가하고 있으며, ‘선군정치’의 파급효과와 한계점은 무엇인가? 이러한 문제에 대한 답을 통하여 본 논문은 김정일 1인 독재체제를 공고히 하고 있는 ‘선군정치’에 대한 본질과 실체를 명확하게 규명할 수 있을 것이다. 1980년대 말부터 1990년대 초반 북한은 소련과 동구권의 몰락으로 범세계적인 사회주의체제 고사(枯死)의 환경 속에서 체제붕괴의 위협에 직면하게 되었다. 인적.물적 자원의 비생산적인 전시(展示)용 건설사업 우선 배정에 따른 자원배분의 왜곡, 농업.경공업 부문의 침체심화로 인한 주민들의 불만과 동요가 날로 증대되는 사태에 직면하게 되면서 북한 지도부의 위기의식이 크게 고조되었다. 이와 같이 북한은 김정일 체제가 출범하는 과정에서 다양한 위기국면을 극복하지 않으면 안 되었고, 이를 위해 북한 군부가 정국운영 전반의 통치권 행사에 적극 참여하는 세력으로 부상되면서 군사국가화의 모습으로 발전하기에 이르렀다. 김정일 시대 북한의 당.군 관계는 선군정치를 통한 김정일의 당.군 역할분담체제가 되었다. 즉 당.군 역할분담체제는 김정일 주도로 당.군의 대등한 역할 수행을 통하여 체제수호를 뒷받침하고 있는 김정일에 대한 총체적 충성체제라고 할 수 있다. 이는 선군정치의 등장과 제도화로 군에 대한 당의 획일적인 통제 및 사찰기능 대신 군과 당을 같은 범위 내에 두고 김정일에 대한 충성체제하에서 당.군 관계가 일체화되었음을 의미한다. 즉 북한의 당.군 관계에 갈등이 전혀 없는 것은 아니지만, 갈등 보다는 당 총비서이자 국방위원장인 김정일을 정점으로 하여 역할분담 현상이 더욱 두드러지고 있다고 보아야 한다. 이와 같이 당ㆍ군이 역할을 분담함으로써 당.군은 거의 배타적으로 자기의 고유 업무를 책임지고 수행하고 있는 가운데 김정일은 기존의 당-국가체제에서의 당을 통한 영도보다는 각 부문에 대해 직할통치 방식으로 리더십을 행사하고 있는 것이다. 당초에 적지 않은 국내외의 연구자들은 선군정치가 김정일이 권력을 공식적으로 승계할 때까지 위기관리를 위한 일시적인 ‘비상관리체제’라고 전망하였는데 반해 북한은 1998년 선군정치가 정식화된 이후 해를 거듭할수록 선군정치를 강조하고 있으며 선군정치는 북한의 정치, 경제, 대외관계, 사회, 문화 등 북한체제의 전 분야에 걸쳐 파급되어 영향을 끼치고 있다. 즉 선군정치는 앞에서 언급하였듯이 위기극복을 위한 일시적 비상관리체제에서 북한을 이끌어가는 새로운 정치제체로 확고하게 자리를 잡았다. 북한은 당면 체제과제인 경제난을 타개하고 급변하고 있는 대외정세에 부응, 보다 체제를 안정적으로 유지하기 위해 선군정치의 순기능을 확대하고 역기능을 최소화하는 방향으로 현재의 선군정치를 개조(remodeling) 하여 점차 보완시켜 나갈 가능성이 있다고 본다. 향후 선군정치에 대한 강조가 희석되었을 때 김정일의 직할통치로 인하여 그 위상과 역할이 강화되어 무시할 수 없는 권력집단이 된 군부의 도전이 표출될 수도 있을 것으로 예상되지만 조선인민군 내 당 조직이 철저하게 김정일 절대권력 유지를 위해 조선인민군을 통제하고 있기 때문에 그 가능성은 매우 낮다. 하지만 만약 북한 사회에서 쿠데타가 일어난다면 쿠데타를 일으킬 조직은 다른 어떤 조직보다 군부일 가능성이 높다.
North Korea's propaganda slogan of "military-first politics" was re-launched on the new year's day of 2005, the year marking the 10th anniversary of this unique North Korean way of government. According to the Korean Central Broadcasting Station, "The ten years of military first politics has been a truly unforgettable era during which we have followed and walked past 'hills of bloody tears' under the direction of Our General while the rivers and mountains of the Fatherland have changed a million times over." North Korea entered into the proper Kim Jong Il era by re-electing him as the Chairman of the National Defense Commission at the 1st session of the 10th Supreme People's Assembly in September 1998. Pyongyang's media declared that North Korea became a kangsong daeguk, or "a powerful (socialist) nation." However, the abnormal operation of Kim Jong Il's National Defense Commission system, the North's continued economic crisis and continued pressure from the U.S. all led to the understanding that the crisis in the North Korean regime was seriously difficult to overcome. In order to overcome the unprecedented regime crisis, Kim Jong Il put forward the "military-first politics," adopting the armed forces as his primary tool with which to overcome both external and internal predicaments. Along with policies of prioritizing and preferentially treating the Korean People's Army (KPA), military-first politics is being institutionalized into "military-first revolutionary guidance," a more extended form of rule. Military-first politics, or politics that prioritizes the military, and "politics to move the revolution forward based on the power of the military" have as its philosophy the notion that "the military is the party, the government, and the people," and as its ideological base, "the philosophy of the gun barrel." In short, military-first politics has positioned itself as Kim Jong Il's fundamental way of government and the "omnipotent valuable sword leading to victory." The party-military relations in socialist regimes can be characterized by the predominance of the party, or the party control/guidance over the military. However, as the KPA began to play an important role in maintaining the regime, it exerts more influence in Pyongyang's bureaucratic politics. Since the 1990s, in addition to its traditional role of serving as the physical might of the party, the KPA has been brought to the fore as the locomotive towing the party and the state in a time of crisis. The KPA also now enjoys more political autonomy, as it takes the initiative in overcoming foreign and domestic crises. It is inevitable that all of these have led to an elevated status of the military in the party-military relationship. The party and the military in North Korea's party-state system have been integrated with the advent of military-first politics and its institutionalization. The Korean Workers' Party has given up its traditional function of controlling and inspecting the military, while the autonomy of the military and the professionalism of military personnel are encouraged. Although it is not entirely true that there is no conflict in the party-military relationship in North Korea, traits of integration between the party and the military are more readily found than those of conflict. North Korea's military-first politics is Kim Jong Il's unique strategy for running the state that strives to strengthen national defense, revives the economy, improves its relations with other states including the U.S., takes the initiative in the unification of Korea, and achieves social unity through military-civilian integration movements. So far, military-first politics has functioned positively for the maintenance of Kim Jong Il's power and the survival of the regime, helping to overcome crises, both foreign and domestic. It is expected that military-first politics will continue to secure and strengthen the legitimacy of the Kim Jong Il regime. Like his father, Kim Il Sung, Kim Jong Il seeks ideological indoctrination of and control over the North Koreans in order to secure his legitimacy. Lagging economic recovery and the North's confrontational relations with the U.S. will also contribute to its continuation, as it makes the military readily available for mobilization to reconstruct the economy, in addition to its conventional role for national security. As the number of defectors and social deviants have not significantly reduced, military-first politics will continue to survive as a tool for enforcing social unity.
