This study intends to analyze the 'changes' by the character of social relations in North Korea in 1990s. I think that the character of social relations is 'Socialist Moral Economy'. 'Socialist Moral Economy' is social relations be composed by combination of material redistribution, political redistribution and moral discourse. In this study, I attempted to analyze the composition and operation system of moral economy. Real socialist countries consider distribution justice as the most important of social aim. These countries must have moral responsibility for social distribution. These countries believed that it is possible get through planned economy. The state is symbolized as the main body of distribution control and moral achievement. The people have to work in counter-gift dimension. It is that moral intermediate between gift(material redistribution) and count-gift(work). Just exactly, this moral was social motive and fundamental truth composing the society. But in the process of practice, real logics was concealed. The state was the core of all power as icon of moral. The moral served as logic dominating social relations. The bureaucracy met face to face with political and economic uncertainty in performing planned economy. Among bureaucracy, relationship of unofficial bargaining, consultation, conspiracy be formed in the composition of reciprocal relations. The people was developed the politics of everyday in their life. That is, in the relationship of gift and count-gift, concealed real logics was. In the same manner, North Korea is composed that relations. North Korea's leaders have been moralized the state-people relationship and the 'Suryong' take an active hand in symbolic dimension. Including distribution system, Social welfare policies have been symbolized the Suryong's charity. The material basis of the Suryong's charity was the plan-redistribution system. The plan-redistribution system be necessary for bureaucracy to execute very huge material redistribution. The material redistribution is worked together political redistribution. The material redistribution, political redistribution, and moral discourse have composed social relations in North Korea. In 1990's North Korea's economic hardship have an influence the exiting social relations. The state met face to face with the real collapsed the exchange logic of social welfare and work duty between the state and the people. Also, the concealed real logics reveal as positive attitudes in dimension of 'subsistence', such like illegal materials exchange network of bureaucracy, marketplace exchange of people. The 'subsistence ethic' rise to the surface their life. Also private economy actions and omission of public work duty burst into sight. In the process of these, phenomenon of 'amoral familism' come out in society's several class. The 'amoral familism' is behaving the sake of only myself or family's interest rather than the state's interest or collective moral aim First, the Suryong manage the regime's guard forces by slush fund. These minority privileged nomenklatura enjoy an exclusive prerogative of material occupation right in the exchange political capital and royal with the Suryong. The 'political capital' is the right to occupy all public resources and services though bureaucratic status. These bureaucracy come into the right to hold domestic resources and to conduct official or unofficial trade. the Suryong economy's funds is provide in the commensalism between the Suryong and nomenklatura. Third, among the people be appearing the phenomenon of 'marketplace individualist'. They go the length of engaging in trade for subsistence in public supply shortage situation. For market exchange, they have to make practice get out of their workshop. They have to offer a bribed to factory manager or collective farm foreman in the sake of private economic actions. They are not agency of pursuit of profits but only agency make an effort for maintaining subsistence. But these economic agent of subsistence dimension be unable to view as market agent in capitalist market economy. Therefore, their marketplace economy must analyse after due consideration about social relations and social context. North Korea's moral economy meaningful the moral judgement and resistance of the people against the symbolic violence of state, unfair social class structure.
