심리전은 상대측의 견해, 태도, 행동 등을 자기측에 유리하게 유도하는 심리전 수단의 계획적 사용이라는 광이적 의미로부터 특정대상에 특정목표를 두고 자기에게 유리하도록 만드는 협의적 의미를 포함한다.
남과 북이 분단이후 지금까지 실시해오던 심리전은 2004년 6월 남북정상회담 이후에 반세기 동안 두 동강난 반도의 허리를 상징하던 남북의 모든 심리전 매체가 역사속으로 사라지면서 대북 절대 우위의 전선지역 심리전 활동이 완전 중지가 되었다. 그러나 최근 탈북자를 대상으로 설문과 분석을 해보면 자유사조의 유입은 북한주민들이 대남동경심을 유도하는 등, 심리전이 효과를 거둔 것으로 분석된다. 특히 천안함 폭침 이후 우리정부의 대북심리전 재개발표에 북한은 조준격파 사격으로 위협하여왔다. 이것은 대북심리전이 북한의 체제유지에 얼마나 위협이 되고 있는지를 짐작할 수 있다.
또한 3차 핵실험이후 핵과 경제를 병진해 나가겠다고 선언한 북한을 놓고 볼 때 한반도는 핵전쟁의 위험속에 있다. 여기에다 만성경제난과 장기 군사복무로 기강해이까지 만연되고 있는 북한 군인들과 장성택의 숙청으로 정권기강이 흔들리고 있는 북한정권의 현 상황은 대북심리전 전개가 한반도 안보 상황에 커다란 환경과 여건을 조성하고 있음을 알 수 있다.
전쟁역사에 심리전은 막대한 인명손실과 피해를 줄이기 위한 목적으로 써왔다. 우리는 하루빨리 북한의 주민들에게 자유민주주의 체제의 우월성을 알리고, 북한병사들의 마음을 돌려놓는다면 120만의 대군과 핵무기, 생화학무기들을 무용지물이 되게 할 수 있다. 우리의 경제력이 북한보다 38배나 우세하면서도 북한과의 대결에서 압도적 우위를 보이지 못한 것은 북한의 대남심리전이 성공한 결과라고 보여 진다. 3년안에 “무력통일”과 “전쟁은 광고하지 않는다”고 하는 최근 김정은의 호언장담을 봐도 우리는 시급한 대책을 세워야 할 것으로 본다.
우리에게 주어진 환경과 변화에 대북심리전을 활용하는 것은 북한정권의 붕괴를 촉진하고 한반도의 평화통일을 위한 중요한 방안이다.
본 연구를 하면서 북한에 대한 자료와 관련분야의 비공개 사안으로 하여 자료의 제한이 있고 다소 어려움은 있었지만 대북심리전 업무에 다소나마 참고가 되었으면 하는 바램으로 이 논문을 제출하게 되었다.

A psychological warfare involves a broad sense of making planned use of the psychological warfare method of inducing the other side's view, attitude, behavior and so on to become profitable to one's side and a narrow sense of making a particular object profitable to one setting a particular goal for the object.
After the South-North Korean summit talks in June 2004 the psychological warfare which has been made so far since the division of Korea into South and North Koreas experienced the complete discontinuation of the psychological warfare activities in the front, which had an absolute advantage over North Korea, while all the media for psychological warfare by South and North Koreas, which had symbolized the waist of the peninsula bisected for half a century, disappeared into history. However, making a questionnaire survey of recent defectors from North Korea and analyzing it indicated that the warfare was effective as shown in the case that the influx of liberal thought induced North Korean residents to long for South Korea.
In particular, since our government published the reopening of the psychological warfare toward North Korea after ROK Ship Chunan sank by an explosion, North Korea has threatened precision defeat and shooting. It shows how threatening the warfare is to North Korea's system maintenance. Also, the Korean Peninsula is in the danger of a nuclear war when we see North Korea declare that it will advance together nucleus and economy after the 3rd nuclear experiment. The present situation of the North Korean regime whose discipline is unsettled by chronic economic crisis, North Korean soldiers who prevalently slacken even their discipline as a result of their long-term military services and the cleanup of Sungtaek Jang shows that the development of the psychological warfare toward North Korea is creating great environment and given conditions in the security of the Korean Peninsula.
In the history of war, a psychological warfare has been used for the purpose of reducing a tremendous loss of life and damage. If we inform North Korean residents of the superiority of liberal democratic system as soon as possible and change North Korean soldiers' mind, we can make useless the great army composed of 1.2 million soldiers and nuclear and biochemical weapons.
We did not have an overwhelming advantage over North Korea in the confrontation though our economic power was 38 times as good as North Korea's. It seemingly results from a success of North Korea's psychological warfare toward South Korea.
Judging from Jungeun Gim's recent nice word that he "will not advertise" "armed unification" and "war" within three years, we will have to work out an urgent countermeasure.
Using a psychological warfare toward North Korea in the environment given to us and change is an important plan for facilitating the collapse of North Korean regime and realizing peaceful unification on the Korean Peninsula.
I had some difficulties in making this study because of limited materials about North Korea and private ideas in relevant fields, but I dared to submit this thesis hoping earnestly that it would be somewhat helpful to South Korea in making a psychological warfare toward North Korea.
