본 연구는 북한의 핵문제가 우리의 생존권을 위협하는 절박한 시기를 맞이하여 본격적인 핵문제가 발생한 1993년 이후 25년이 지난 지금까지 해결되지 못한 근본적 원인이 무엇인지를 살펴보고, 이의 해결을 위해 취해왔던 기존 방식인 일괄적 해결 방안의 비현실성을 적시(摘示)하여, 이를 극복하는 새로운 관점과 방안을 모색하는 것을 연구의 목표로 삼았다. 그러므로 본 연구에서는 북핵 문제 해결을 한반도 평화체제의 구축과 군비통제의 실행문제와 연관시켜 단계적·포괄적 차원으로 접근하는 새로운 해결방안을 제시하였다.
따라서 본 연구의 새로운 해결 방안 제시를 위해 우선 비핵화와 군비통제를 통하여 평화를 정착시킨 대표적인 사례를 분석해본 결과, 제재가 핵 포기의 결정적 요소가 아니며, 오히려 신뢰구축을 통한 단계적·포괄적 해법의 중요성을 알 수 있었다. 아울러 북핵 위기의 전개와 북핵 문제 해결을 위한 기존 방안들에 대한 검토를 통해 각 방안들의 한계점을 고찰하고, 미국을 비롯한 주요 관련국의 북핵 문제 해결과 평화체제 구축에 대한 입장을 살펴보았다.
이를 통해 북한 정권에게 있어 핵이 가지고 있는 의미의 재확인은 물론 북한 핵문제에 대한 각 국가들의 상이한 입장 차이를 확인할 수 있었으며, 이러한 요소들이 북핵 문제 해결의 난제(難題) 임을 알 수 있었다.
이러한 인식하에 한반도 비핵화의 단계적·포괄적인 해법을 모색하는 과정에서 본 연구는 다음과 같은 결론을 도출할 수 있었다.
첫째, 1단계인 평화체제 준비·신뢰구축 단계에서 ‘현재 핵문제’를 해결하기 위하여 핵시설을 폐쇄·봉인하고 동결을 유지할 수 있도록 남북한의 냉전적인 군사적 대치 상황을 완화시킬 수 있도록 군사적 긴장완화와 신뢰구축이 최우선 요구된다.
둘째, 2단계인 평화체제 구축·운용적 군비통제 단계에서는 ‘미래 핵문제’ 해결을 위해 핵 프로그램과 농축·재처리 시설 등을 해체하고 핵·미사일 실험 등을 통한 고도화 행위를 중단할 수 있도록 비무장지대의 병력과 장비 철수 등의 비무장화를 통한 남북한 상호간의 기습 능력을 제거하고 상호 군사훈련 축소 등의 운용적 군비통제가 필요하다.
셋째, 3단계인 평화체제 정착·구조적 군비통제 단계에서는 ‘과거 핵문제’ 해결을 위해 기존 보유하고 있는 모든 핵무기와 농축 우라늄 등의 완전한 폐기가 가능하도록 평화체제를 정착하고, 남북한 간의 상호 병력과 무기 및 부대를 감축하는 구조적 군비통제를 추진하여 군사적 안전성을 확보함으로써 평화공존을 제도화시켜야 한다.
비록 북한의 핵문제 해결을 위하여 구분한 3단계 접근 방법이 의도한 바와 같이 현실적으로 완벽하게 일치하기 어렵고, 각 단계별 진행 과정에서 생각 외로 많은 시간이 필요할 수도 있다. 그러나 이러한 북핵 문제에 대한 단계적·포괄적 접근 방법은 단순한 핵문제의 해결과 남북한의 평화공존뿐만 아니라 군비통제가 병행되어 진행되었기 때문에 동북아의 항구적인 평화 달성에도 지대한 영향을 미칠 수 있는 논리를 제공할 수 있으므로 지속적인 연구 가치가 있다고 평가 된다.
This study examines the root causes of North Korea’s nuclear problems, which remain unsolved since 1993 and is now at critical and imminent level. The purpose of this study is to identify the unrealistic nature of conventional solutions and to seek new perspectives and ideas to address North Korea’s nuclear problem with a phased and comprehensive approach by relating a peace regime development on the Korean peninsula and the implementation of arms control.
This study has taken completely different views and approaches from the past to propose a new solution. First, by analyzing representative cases of peace settlement through denuclearization and arms control, we find that it is important to establish a Phase-by-Phase and comprehensive solution based on trust-building on the Korean peninsula rather than imposing sanctions on North Korea. Moreover, we review the development of the North Korean nuclear crisis and the measures taken against to resolve the issue in order to find the limitations of the measures and to examine the strategies of the United States and other relevant countries in addressing North Korea’s nuclear problem and building a peace regime.
Through these approaches, we could confirm that what it means for North Korea to be a nuclear-armed state and that each of the relevant countries has a different point of view on the North Korean nuclear issue – which makes harder and complicated to resolve the North Korean nuclear issue. By recognizing such factors, the following conclusions can be drawn from the process of seeking a Phase-by-Phase solution to the denuclearization of the Korean peninsula.
The first phase is to prepare for the transition to a peaceful regime, to build up the confidence and trust, and to ease military tensions between South and North Korea that could eventually result in nuclear facilities closures.
The second phase of the establishment of a peace regime and operational arms control, such as the elimination of surprise attack between South and North Korea through the demilitarization, is necessary in order to halt the nuclear program, shutting down nuclear enrichment and reprocessing plant and dismantling nuclear weapons and missile experiments. These actions all prevent further nuclear proliferation problems in the future.
The third phase involves settling down a peace regime and the structural arms control. A peace regime must be established to ensure the complete disposal of all existing nuclear weapons and enriched uranium. In addition, in order to secure military security and to institutionalize peaceful coexistence, structural arms control should be adjusted to reduce the troops and weapons of the two Koreas. This serves to resolve the past nuclear problems.
The three-step approach for resolving the North Korea's nuclear problem may not be as perfectly realistic as intended and may require a lot of time in the course of each step. However, a Phase-by-Phase approach to the problem provides a logic that can have a profound effect on the achievement of a permanent peace in Northeast Asia and peaceful coexistence of South and North Korea.
