This paper analyzed the competition for space development between the two Koreas and presented suggestions on the direction of Korea's space power development. The Korean Peninsula is competing with major space development advanced countries such as the United States, China, Russia, and Japan. Amid intensifying competition between the U.S. and China for supremacy in outer space, South Korea, a party to the Korean Peninsula, should prepare for space competition and improve its space capabilities. In particular, it is necessary to present the direction of South Korea's space power development by analyzing the space development competition between the two Koreas, finding out the commonalities and differences in space development, and studying North Korea's space threats. Since 1990, the two Koreas have carried out space development in earnest, North Korea has been implementing space development centered on space launch vehicle development, and South Korea has carried out space development centered on satellite development due to the South Korea-U.S. missile guidelines and MTCR control. Unlike South Korea's peaceful space development, North Korea's space development poses a threat to South Korea's security as intercontinental ballistic missile capabilities are upgrading and space threats are increasing. This study is meaningful in that it analyzes the space development process and threats between the two Koreas and studies ways to develop Korea's space power. Korea's space power is lower than that of advanced space powers, but in October 2021, it promoted Korea's excellent space science and technology to the world through the successful flight of the Korean space launch vehicle Naro. Through this study, we will understand the importance of space development and contribute to the formation of a consensus on the development of Korea's space power.
