본 논문은 수년 동안 계속되어온 사드(THAAD)의 한반도 배치에 관한 논란이 한미동맹과 한중관계에서 갖는 의미를 국제정치 이론에 의하여 분석해보고자 하는 목적으로 작성되었다. 이를 위하여 본 논문에서는 동맹이론 중 하나인 ‘자율성-안보 교환 모델’을 적용하여 미국과 중국의 입장을 분석하고, 한국이 처한 상황을 판단한 후, 필요한 함의를 도출하였다. 사드는 원래 하나의 무기체계일 뿐이지만 이의 한반도 배치를 둘러싼 논란은 한미동맹과 한중관계를 좌우하는 국제정치적 사안으로 격상된 상태이다. 이것은 강화되고 있는 미국과 중국 간 전략적 경쟁에 영향을 받기도 하였지만, 중국과의 ‘전략적 협력 동반자관계’를 한미동맹과 유사한 유용성으로 인식하여 결정을 미뤄온 한국의 탓도 없지 않다. 무엇보다 한국은 한미동맹과 동반자관계인 한중관계가 대등할 수 없음을 명확하게 인식할 필요가 있다. 한국이 북한의 핵위협으로부터 국가와 국민을 보호하려면 기본적으로는 미국과의 동맹관계를 중요시해야 하고, 이를 위해서는 ‘자율성-안보 교환 모델’에서 요구하는 바와 같이 한미동맹에서 미국이 요구하는 바를 더욱 적극적으로 이행할 필요가 있다. 또한 사드 배치를 둘러싼 지금까지의 논란이 일부 인사들의 과장된 의혹 제기에서 비롯된 점도 적지않다는 점에서 정부는 사드를 비롯한 제반 군사적 사안을 적시적이면서 친절하게 국민들에게 설명하고, 국민들도 사안을 정확하게 이해함으로써 선동에 휘말리지 않아야 할 것이다.


This paper is written to analyze the impact of the controversies over the deployment of THAAD(Terminal High Altitude Area Defense) to the South Korea-U.S. alliance and the South Korea-China relation by applying the “Autonomy-Security Trade Model, ” which is a prominent theory of international politics. For this purpose, it uses the concept of trade-off between giving up of autonomy by the weak country and the provision of the security by the strong country in the theory. It analyzes the positions of the U.S. and China and finds a few implications for South Korea based on the theory. As a result, this paper evaluated the controversies over the THAAD, a military equipment, happened to become a serious international issue due to China’s strong opposition and South Korea’s hesitation regarding its deployment. South Korea postponed the decision for the deployment, while expecting some reciprocal favors by China based on its ‘strategic cooperative partnership relation’ with China. If South Korea had decided to accept the deployment of THAAD from the beginning, it would not have been in a difficult situation, as it faces now. Since South Korea has to protect its people from the North Korean nuclear threat, it desperately needs. extended deterrence and additional assistance by the U.S. As clearly demonstrated by uncooperative actions by China regarding the international sanctions on North Korea after the sinking of South Korean warship Cheon-an and bombardment on the Yeonpyeong island in 2010, the partnership with China is not trustworthy. Therefore, South Korea should be loyal to its alliance with the U.S by giving up its autonomy in a more active manner. At the same time, South Korean intellectuals and media should not spread wrong information regarding the THAAD and other security issues in order to prevent this kind of undesirable controversy.
