본 전략보고는 김정은 시대 북한의 국가전략의 변화가 군사분야에 미친 영향을 분석하고 있다. 2011년 12월 김정일의 사망과 함께 시작된 김정은 시대가 어느덧 8년 차에 접어들었다. 김정은은 지난 8년간 대내적으로는 체제결속력을 강화하고 대외적으로는 국제사회의 압박에 적극적으로 대응하는 차원에서 국가전략의 변화를 시도하였다. 이에 따라 북한의 국가전략은 선군노선에서 ‘경제 · 핵무력 병진노선’, ‘경제건설 총력집중 노선’으로 변화 · 발전하였다. 이 같은 국가전략의 변화는 북한 사회 전 영역에 걸쳐 광범위한 영향을 미쳤으며, 특히 군사분야에서 파급영향이 두드러졌다. 군사분야에서는 국가전략의 추진을 뒷받침하기 위해 다양한 법 · 제도적 변화가 발생하였으며, 결과적으로 △당군관계의 재조정 △군의 위상 약화 △핵무력에 대한 강한 의존 △군의 경제적 역할 강화 등의 현상이 일어나면서 선군 시대에 높은 위상을 자랑하였던 군의 위상과 역할이 약화되었다. 이러한 사실로 미루어 볼 때, 향후에도 북한군은 국가전략의 변화에 민감하게 반응할 것으로 예상된다. 특히 경제건설에 군의 노동력 집중이 지속되는 가운데 비핵화 합의 여부가 가까운 미래에 북한군의 변화를 추동할 가장 주요한 요인이 될 것이다.

This report aims to analyze the impact of changes in national strategy of DPRK during the Kim Jong Un era on the military sector. Kim Jong Un era, which began with the death of Kim Jong-Il in December 2011, has entered into its eighth year. Over the past eight years, Kim Jong Un has attempted to change national strategy of DPRK in order to strengthen solidarity of his regime internally and actively respond to international pressure. The national strategy of DPRK has changed and evolved from the military-first politics to Byungjin(parallel development) line of nuclear forces and economy and new strategic line of concentration on economic construction. Such a change in national strategy has had far-reaching impacts across all areas of North Korean society, especially in the military. In the military, many legal and institutional changes took place to support the promotion of national strategies, and as a result, the role and status of the Korean People's Army, which boasted high status during the military-first era, were weakened due to the realignment of the party-military relations, the strong dependence on nuclear force, and the strengthening of the military's economic role as a labor source. In light of this, the military of DPRK is expected to respond swiftly to changes in its national strategy. In particular, as the military continues to concentrate on eco
nomic construction, the denuclearization agreement between North Korea and the U.S. is highly likely to be the most important factor driving changes of the Korean People's Army in the near future.
