김정은 시대의 대내외 정책변화에도 불구하고 북한의 통일방안은 현재까지 과거의 유산을 지속하고 있다. 그러나 북핵문제 해결과 북미·남북관계의 진전이 이루어진다면, 북한은 김정은 시대의 통일방안을 제시할 가능성이 있다. 김정은은 이미 2019년 신년사를 통해 ‘전민족적 합의에 기초한 평화적인 통일방안’의 모색을 주장하였다. 이 보고서는 김정은 시대 북한의 통일방안을 전망하고 이에 따른 우리의 대응전략을 제시하였다. 북한이 제시할 가능성이 있는 통일방안은 다음과 같다. 첫째, 북한은 ‘연방연합제’를 구체화한 통일방안을 제시할 가능성이 있다. 둘째, 북한은 김정은 시대의 ‘新통일강령’을 선포할 가능성이 있다. 셋째, 북한은 통일방안을 발표한 후 ‘민족통일기구’ 구성과 관련한 남북회담을 제의할 수도 있다. 북한이 제시할 통일방안에 대한 우리의 대응전략은 다음과 같다. 첫째, 「6.15 공동선언」 제2항의 합의정신과 「남북기본합의서」 정신의 위반을 지적하여야 한다. 둘째, ‘민족통일기구 구성 회담’은 거부하되, ‘통일방안 협의회담’으로 역제안을 해야 한다. 셋째, 통일방안 협의에 앞서 「남북기본협정」 체결을 위한 대화를 제의해야 한다. 넷째, 통일환경의 변화에 따른 우리의 새로운 통일방안을 제시해야 한다.

Despite the internal and external policy changes during the Kim Jong Un era, North Korea’s unification plan has continued its legacy of the past to this date. If the North Korean nuclear issue is resolved and progress in relationship between the South-North and the North-US is made, North Korea may present a unification plan in the Kim Jong Un era. In Kim Jong Un’ s New Year Address of 2019, he has already insisted on seeking a ‘peaceful unification plan based on a nationwide agreement’. This report aims to anticipate North Korea’s unification plan in the Kim Jong Un era, and further suggest our response strategy accordingly. The following measures are possible unification plan that North Korea may present. First, there is a possibility of North Korea proposing a plan which embodies the ‘The federal and confederal system’. 
Second, North Korea is likely to proclaim the ‘New Unification Programme’ of Kim Jong Un’s era. Third, North Korea may propose an inter-Korean summit regarding the formation of the ‘National Unification Organization’ after announcing the unification plan. Our response strategy against North Korea’s new unification plan are as follows. First, allegations that the North Korea has violated the spirit of agreement of 「 The June 15th North-South Joint Declaration 」 section two and the spirit of the 「 Inter-Korean Basic Agreement 」 should be made. Second, we should reject the ‘National Unification Organization Talks’ and counter-propose it as a ‘Unification Plan Consultation Talks’. Third, a dialogue for the conclusion of the ‘Inter-Korean Basic Agreement’ should be proposed prior to the consultation on unification plans. Fourth, our own ‘New Unification Plan’ should be presented in response to the changes in unification environment.
