본 연구의 목적은 우리의 사이버안보 역량 강화를 위한 국제협력 전략과 구체적인 실천방안을 제시하는 것이다. 현재의 사이버안보 국제협력은 세부 영역과 기술적 측면에 한정하여 논의가 진행되어 사이버안보 문제를 국제안보 차원에서 포괄하지 못하는 한계를 표출하고 있다. 또한 사이버공간에 대해 세계 각국은 다양한 입장을 견지하고 있으며 사안에 따라 국가 간 협력과 갈등이 나타나고 있다. 이에 따라 글로벌 차원에서는 국제 사이버협력 네트워크 확대와 사이버안보 국제협력 강화를 위해 사이버안보 국제규범화 및 국제 거버넌스에 적극 참여할 필요가 있다. 지역 차원에서는 글로벌 차원에서 해결할 수 없는 부분을 지역 차원에서 먼저 해결하는 방식으로 국제협력 방향을 설정해야 한다. 양자 차원에서는 사이버안보 확보를 위해 개별 국가들과 양자협력을 강화하는 동시에 정보통신기술 강국으로서의 입지를 활용하여 사이버 후발국에 대해 사이버 선도국가로서의 역할을 수행할 필요가 있다.

The purpose of this study is to present South Korea's strategy for international cooperation and concrete action plans to strengthen its cybersecurity capabilities. The current  international cooperation in cybersecurity is limited to detailed areas and technical aspects, not covering cybersecurity issues in terms of international security. In addition, countries in the international community take various positions on cyberspace. Accordingly, at the global level, it is necessary to take the initiative in cybersecurity international norms and international governance in order to expand international cyber cooperation networks and strengthen international cooperation in cybersecurity. At the regional level, the direction of international cooperation should be established by resolving problems that cannot be solved at the global level. At the bilateral level, it is necessary to strengthen cooperation with individual countries while taking advantage of South Korea's position as an information and communication technology power to play a role in helping underdeveloped countries.
