김정은 정권은 집권 이후 정상적 사회주의정치체제 구축의 일환으로 당의 위상을 정상화하는 조치를 취해 왔다. 그리고 이러한 조치들은 군에 대한 당적 지도와 통제를 강화하는 양상으로 나타났다. 이 결과, 김정일 시기의 선군체제와 비교할 때, 북한 군의 위상은 상대적으로 약화되었다. 김정은 정권은 군에 대한 당적 지도와 통제를 행사하는 데 인사적 통제, 제도적 통제, 경제적 통제 방식을 사용하였다. 김정은 정권은 경제적 통제를 통해 군의 경제적 기반을 약화시키고, 인사적 통제를 통해 군 핵심엘리트들을 길들이며, 제도적 통제를 통해 군에 대한 당적 지도를 제도화하고자 하였다. 그리고 이러한 군에 대한 당적 지도와 통제는 8차 당대회를 계기로 보다 강화할 것으로 보인다. 8차 당대회의 핵심 테제인 ‘조선 노동당화된 혁명적 당군은 군을 당의 지도와 통제 하에 두겠다는 김정은의 의지가 담겨있다. 8차 당대회 이후 김정은 정권은 군대를 탈정치화하고 전문화하려는 경향을 보이고 있으나 상황에 따라 가역성이 존재한다. 김정은 정권은 대내외적 여건이 악화되어 체제유지와 정권안정을 최우선 과제로 삼아야 하는 상황에 봉착할 경우 군의 재정치화를 시도할 가능성이 있다. 군이 재정치화될 경우 북한의 대외·대남 강경노선이 득세할 수 있음에 유의할 필요가 있다.

Since the 8th Party Conference, the Kim Jong-un regime has tended to depoliticize and specialize the military, but it has reversibility depending on the situation. If the Kim Jong-un regime faces a situation where internal and external conditions deteriorate and the government's stability is a top priority, it is likely to attempt to resettle the military. It is worth noting that if the military is resettled, North Korea's hard-line routes to the outside and South could prevail.
