2023년 4월 한미 양국은 워싱턴 선언을 통해 북한의 핵위협에 대한 미국의 실효적 확장억제력 강화에 합의하고 그 일환으로 핵협의그룹(NCG)의 설립을 선언하였다. 핵협의그룹의 설립은 지난 냉전 시대 미국과 서유럽 동맹국 간의 핵공유를 제도화한 나토 핵기획그룹(NPG)에서 착안한 것이다. 이런 맥락에서 본 전략보고서는 나토 핵기획그룹의 설립 배경과 초창기 운용 방식을 분석하고 이를 기반으로 새롭게 출범하는 핵협의그룹의 목적과 운용 방식, 그리고 향후 발전 방향을 살펴보는 것이다. 새롭게 구축되는 핵협의그룹은 한미동맹 차원에서 북핵 억제력을 강화하고 이와더불어 한국의 잠재적 핵능력 신장을 도모해 나가는 제도적 기반이 되어야 한다. 따라서 한국은 핵협의그룹을 전략적으로 활용하여 미국과 연성핵공유체제를 발전시켜 나갈 수 있는 정책적 기반을 닦아나갈 필요가 있다. 이를 위해 한국은 핵협의그룹의 정례화와 정책협의가 활성화되는 것을 뒷받침하고 견인해 나갈 수 있는 한국형 핵작업실을 제도적으로 구비해 나가는 것이 중요하다.
 
 In April 2023, South Korea and the United States agreed to strengthen U.S. extended deterrence against North Korea’s evolving nuclear threat through the Washington Declaration. The two allies also announced plans to establish a Nuclear Consultative Group (NCG). The NCG is modeled after NATO’s Nuclear Planning Group (NPG), which institutionalized nuclear sharing between the U.S. and its Western European allies during the Cold War.
 This strategic report analyzes the background of NPG’s establishment and its initial working procedures and aims to examine the purpose, operation method, and future directions of the newly launched NCG. Seoul and Washington should aim to enhance deterrence against North Korea’s nuclear threat and advance South South Korea’s potential nuclear capabilities through the NCG. South Korea also needs to strategically utilize the NCG to lay the groundwork for establishing a soft nuclear-sharing system with the U.S. To this end, it is important to recruit the necessary personnel and set up an institutional framework that can support and lead the NCG to enable regular and substantial policy consultations.
