북한은 노동당 8기 6차 전원회의에서 경제난 등에 따른 강한 위기의식을 드러냈음에도 자력갱생 노선을 고수하였으며 외부에서의 자원 유입이 없어도 어느 정도 운영이 가능한 건설 및 농업 부문에 자원을 집중적으로 투입하였다. 경제난에 따른 범죄 확산 및 사회불안을 극복하기 위해 당원을 포함한 주민들에 대한 통제를 강화하려는 노력도 지속하였다. 그럼에도 식량 부족을 비롯한 북한의 경제난은 지속되고 있으며 이에 따른 사회불안도 해소되지 못하고 있다. 북한 당국이 현실에 부합하지 않는 무리한 정책을 추진하고 있는 것도 상황을 더욱 악화시키고 있다. 제로 코로나 정책의 고수, 고급·고층주택 건설에 치중된 과시형 건설사업, 급격한 밀재배 확대, 값싼 옥수수 대신 쌀과 밀가루 수입에 치중하는 곡물 수입 등이 이에 해당한다. 객관적 조건을 무시한 채 사상적 각성과 규율 및 감시·처벌의 강화를 통해 상황을 개선하려는 노력도 효과를 거두지 못하고 있는 것으로 보인다. 북한이 향후 현재와 같은 정책을 고수한다면 경제·사회적 상황이 더욱 악화될 가능성이 크다. 특히, 자연재해까지 겹칠 경우, 더욱 심각한 인도적 위기가 발생할 수 있으므로 북한의 상황을 주시하면서 대응책을 마련해야 한다.
Even though North Korea showed a strong sense of crisis at the 6th plenary meeting of the 8th Central Committee of the Workers' Party of Korea, it adhered to the self-help line. In addition, It intensively invested resources in the construction and agriculture sectors, which can be operated to some extent without the inflow of external resources. It also continued its efforts to strengthen control over the people, including party members, in order to overcome the spread of crime and social unrest due to economic difficulties. Nevertheless, economic difficulties, including food shortages, continue, and social unrest has not been resolved. The North Korean authorities are also aggravating the situation by pursuing unreasonable policies that do not fit the reality, such as sticking to the zero-COVID policy, ostentatious construction projects, and expanding wheat cultivation. The efforts of the North Korean authorities to improve the situation through ideological awakening and strengthening surveillance and punishment, ignoring objective conditions, do not appear to be effective. If North Korea adheres to current policies, it is highly likely that the economic and social situation will deteriorate. When combined with natural disasters, a more serious crisis may occur. Therefore, the South Korean government should keep an eye on the situation in North Korea and come up with countermeasures.
