코로나19 유행 이전에 관광 활성화 정책을 추진했었던 김정은 정권은 코로나19 팬데믹이 종식됨에 따라 외화 수입 증대, 이미지 쇄신, 체제 정당성 제고 등을 목적으로 관광 활성화 정책을 재추진할 것으로 전망된다. 북한은 관광자원이 집적되어 있는 평양을 중심으로 외국인 관광객을 유치하는 한편 원산갈마, 금강산 등 동해안지역 관광지 개발에 박차를 가할 것으로 보인다. 중러와의 연계관광도 추진할 가능성이 크다. 외국인 대상 관광이 재개되어도 향후 수년간은 성과가 크지 않겠지만 중장기적으로는 외래관광객 수가 늘어나고 북한의 외화 수입도 확대될 것이다. 증대한 외화 수입은 김정은의 통치자금으로 사용되는 것은 물론 핵·미사일 전력 강화에도 전용될 것으로 우려된다. 외래관광객이 증가함에 따라 북한에서 코로나19가 재유행할 가능성도 크다. 외국인 관광객이 정치적, 종교적 금기를 어겼다는 이유로 북한 당국에 의해 장기간 억류되거나 처벌을 받는 사태도 발생할 우려가 있다. 북한이 관광 인프라 건설에 막대한 자금과 인력을 투입함에 따라 경제가 악화되고 민심이 이반할 가능성도 크다. 우리 정부는 북한 관광 재개로 야기될 수 있는 문제점들을 국제사회에 알리기 위한 노력을 기울여야 한다. 또한 세계 관광 윤리 강령의 준수를 요구하는 등 외래관광객의 권리와 안전을 보장하도록 북한을 압박할 필요가 있다. 북한이 금강산 독자개발을 통해 우리 기업들의 재산권을 침해하고 있다는 점을 강력히 규탄하고 중국 등이 금강산관광에 협력하지 못하도록 요구할 필요성도 크다.
