북한의 해외 파견 노동자 수는 2017년 말 채택된 유엔 안보리 결의 2397호로 인해 감소하였다. 그러나 2020년 초부터 코로나19로 인한 국경봉쇄가 시작되어 상당수의 노동자들이 러시아 등에 잔류하였다. 최근에는 러북 간 거래의 일환으로 북한 노동자들이 러시아에 다시 파견될 가능성이 높아지고 있다. 우크라이나전쟁 등으로 인해 노동력이 부족한 러시아는 유학, 친인척 방문, 관광, 연수 등을 빙자한 비자 발급을 통해 북한 노동자들을 입국시킬 것으로 전망된다. 우크라이나전쟁이 소강상태에 접어들면 돈바스 등 러시아 점령지역에도 북한 노동자들이 파견될 가능성이 있다. 러시아 파견 노동자 수가 늘어남에 따라 증대된 북한의 외화 수입 중 상당 부분이 핵개발에 사용될 것으로 전망된다. 북한 노동자들이 대거 파견될 경우 이들에 대한 인권침해 문제도 부각될 것으로 예상된다. 이런 가운데 러시아 내 북한 노동자들 중 상당수가 탈북을 감행할 가능성이 있으며, 이들 중 일부가 불분명한 신분으로 각국을 유랑하는 상황이 발생할 우려도 있다. 우리 정부는 주요 국제회의 등을 통해 러시아가 북한 노동자 수용을 중단할 것을 강력히 요구하는 한편 이 문제에 대한 한미일 공조를 강화할 필요가 있다. 북한의 ILO 가입을 요구하는 등 우회적인 방법으로 북한 노동자 인권 개선 노력을 기울이는 것도 가능하다. 또한 유엔 회원국들이 안보리 결의에 따른 제제이행 보고서를 성실히 제출하도록 요구하고, 해외 북한 노동자 실태를 제대로 파악할 수 있는 공신력있는 보고서를 국제기구들과의 협력을 통해 발간하는 것이 바람직하다.

The number of North Korean workers dispatched overseas has decreased due to UN Security Council Resolution 2397 adopted at the end of 2017. However, as border closures due to COVID-19 began in early 2020, a significant number of workers remained in Russia and other countries. Recently, the possibility that North Korean workers will be dispatched to Russia in large numbers as part of a deal between Russia and North Korea is increasing. 
Russia, which has a labor shortage due to the war in Ukraine, is expected to allow North Korean workers into the country by issuing visas under the guise of studying abroad, visiting relatives, tourism, and training. If the war in Ukraine enters a lull, there is a possibility that North Korean workers will be dispatched to Russian-occupied areas such as Donbas. As the number of workers dispatched to Russia increases, it is expected that a significant portion of North Korea's increased foreign currency earnings will be used for its nuclear program. If large numbers of North Korean workers are dispatched, the issue of human rights violations against them will also receive attention.  There is a possibility that some North Korean workers in Russia may defect. The South Korean government needs to strongly demand that Russia stop accepting North Korean workers, while strengthening cooperation between Korea, the United States and Japan on this issue. It is also necessary to make efforts to improve the human rights of North Korean workers in a roundabout way, such as demanding that North Korea join the ILO. In addition, it is desirable to require UN member states to faithfully submit reports on the implementation of sanctions against North Korea, and to publish a credible report that can accurately understand the current situation of North Korean workers overseas through cooperation with international organizations.
